SECTION B: Updated Competitive Follow-On Requirements and Schedule
The Government plans to solicit a competitive Firm-Fixed Price (FFP) contract to procure approximately 128 JAB systems, to complete the remaining AAO, currently at 297. This follow on contract would also support emerging requirements, to include support of Foreign Military Sales (FMS).
Army Contracting Command - Detroit Arsenal (ACC-DTA) is issuing this notice on behalf of the requiring activity, Project Manager Force Projection (PM-FP) Product Manager Bridging (PdM Bridging), as a means of conducting Market Research to identify parties having an interest in with resources to support the continued production of JAB systems.
PdM Bridging is seeking information to assess the availability of sources that possess the capabilities and interest to produce the Bridge Launch Mechanism (BLM) and integrate onto an M1A1 Abrams chassis (with Heavy A2 suspension upgrade) in order to provide integrated JAB systems. Ancillary support, material, and obsolescence of the M1A1 will also be required. DRS Sustainment Systems, Inc. (DRS) is the developer and Original Equipment Manufacturer (OEM) of the BLM and the current Prime contractor for integration of BLM onto the M1A1 Abrams chassis (with Heavy A2 suspension upgrade).
Background: The M1110 JAB is an Army Acquisition Category (ACAT) II program replacing the legacy M48/M60 tank-based Armored Vehicle Launched Bridge (AVLB) and Wolverine systems. The JAB system is a fully-tracked armored combat engineer vehicle specifically designed to provide Armored Brigade Combat Teams assault bridging capabilities to support maneuver elements. Using the M1A1 Abrams chassis (with Heavy A2 suspension upgrade) as the basis for the system, the JAB provides equivalent crew protection and vehicle survivability, while having the necessary speed and cross country mobility to keep pace with maneuver forces.
The JAB launches and recovers the Army’s existing hydraulically-actuated Heavy Assault Scissor Bridge (HASB), Military Load Class (MLC) 115.
mailto:USAASC-PEOCSCSS-FP-JAB@army.mil
Current Production: The current JAB production time is approximately 12-14 months and is produced in two production stages.
Under stage-one, approximately 8-months; Anniston Army Depot (ANAD) performs all work to produce a rolling chassis, to include the tear-down and repair of the chassis which is funded directly by the Government. The M1A1 Abrams chassis (with Heavy A2 suspension upgrade) is then provided to the current contractor as Government Furnished Material (GFM).
Under stage-two, approximately 4 to 6 months; the current contractor produces the BLM and integrates the BLM onto the GFM provided chassis and delivers a complete integrated JAB system excluding the HASB.
The MLC-115 HASB is an existing item which will be supplied as Government Furnished Property (GFP), which shall not be modified.
For the Follow-On Contract, the Government does NOT intend on changing the current multi-stage production arrangement with ANAD. Any potential Prime will be required to work with ANAD and ensure any and all Public-Private Partnerships (P3) agreements are in place.
JAB Specifications:

Vendor Requirements:
The Government will provide a copy of the current Product Level 3 Technical Data Package for the current configuration of the JAB upon request via DoD SAFE. Please submit the request electronically via email to USAASC-PEOCSCSS-FP-JAB@army.mil.
When submitting the request, please entitle the Subject: “Competitive JAB-BLM DRAFT TDP Request – [VENDOR].”
The estimated date for award is 4QFY25. The successful offeror will be required to obtain Full- Rate Production Approval, if not already done so. After Beta-Assets are produced, a Development Testis required for an estimated of six-months prior to the Full Rate Production mailto:USAASC-PEOCSCSS-FP-JAB@army.mil
Decision Review (FRPDR) and approval. After FRP approval, the Government can begin to order production assets to meet the Government requirements.
Production Requirement: The Government has a current Army Acquisition Objective (AAO) for total requirement of 297 systems. It is anticipated that 169 systems will be procured through DRS through FY25, with a total estimated competitive quantity of 128 systems. The quantity breakdown by year is subject to change based on the affordable quantity per year, a change in the AAO, or other factors including FMS and/or emerging requirements. The Government is only authorized to procure the remaining quantity identified in the AAO.
Over the course of the current contract, the AAO has fluctuated; the initial AAO was 221, then it increased to 365, and was subsequently reduced to a current AAO of 297. Generally, the AAO is reviewed annually.
To date, 125 JAB Systems have been procured against the current AAO of 297. An extension to the Prime Contractor, DRS, has been approved to extend ordering for up to an additional 96 systems over the next two years. However, the Army only intends to procure the minimum required to support production and G3/5/7 fielding requirements, which is estimated to be an additional 19 systems in FY24 and 25 systems in FY25, with ~4 systems to be awarded under the competitive action at time of award.
Quantities Fiscal Year DRS Competitive Cumulative AAO Qty Left
To Date 125 125 172
FY24 19 144 153
FY25 25 4 173 124

FY28 32 255 42
FY29 31 286 11

The JAB program could be constrained in the Program Objective Memorandum (POM) out years. The JAB program may be constrained based on multiple factors including available funding, affordable quantity, ANAD direct labor rate adjustments or adjustments in the AAO.
Currently, ANAD is responsible for a complete tear down and repair of the JAB M1A1 Abrams chassis (with Heavy A2 suspension upgrade). Any increase in cost-reimbursement identified or funding cuts will reduce the affordable quantity in any given year and extend the date of completing the AAO. Any ensuing contract will require optional coverage to procure the anticipated Government requirements beyond FY30 to allow for the Government to achieve the procurement of the AAO, as well as meet any FMS or emerging requirements.
The result of this Market Research will contribute to determining the best method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336992.
