About this file
This document is a sole source letter from Johnson Controls Fire Protection LP to the Illinois Air National Guard, specifically addressed to MSgt Sara Olson. The letter advocates for Johnson Controls as the exclusive service provider for fire and life safety systems at the facility, highlighting their proprietary Simplex fire alarm systems (4010 & 4100 series) and their unique certification as the only factory-trained and authorized service technicians for these integrated systems.
The letter emphasizes critical technical and safety considerations, including the proprietary nature of the fire alarm system software, which cannot be serviced by non-Johnson Controls technicians without risking system functionality and warranty voiding. Additionally, Johnson Controls has obtained U.S. Department of Homeland Security SAFETY Act certification, which provides important liability protection for government customers and demonstrates their capability in delivering integrated fire, security, life safety, and emergency communications solutions. The document serves as a justification for sole source procurement, focusing on the technical complexity and specialized nature of their fire protection systems.

Sara:
I would like to provide you with information as to why you should consider Johnson Controls Fire Protection LP as a proprietary or sole source supplier for the fire and life safety systems at the Illinois Air National Guard.
1. Your Fire Alarm System and all of your fixed fire protection systems such as Sprinkler Systems and Ansul Systems are tied directly into your Simplex Series Fire Alarm Systems which are also monitored 24/7 with back up redundancy. All these integrated systems make up your total fire alarm detection and protection system.
1. Simplex is the manufacturer and distributor of our branded fire alarm systems, and Johnson Controls Fire Protection LP district offices are the ONLY factory trained and certified service providers for the 4010 & 4100 series fire alarm systems. Our office in Peoria has factory technicians with the latest training and active certifications for Simplex installed fire alarm systems. Our technicians have access to the latest software revisions and product bulletins. It is our belief that Non-Simplex certified technicians without licensed software should not perform programming activities on your systems. Further, improperly serviced systems can void applicable warranties.
If our technicians happen to encounter problems they cannot resolve on their own, they have numerous ways to get assistance. Some of these include Factory published technical help CDs, FAQ bulletins, factory service and installation manuals, as well as multiple layers of “live” support not only on site but also via telephone directly from the factory. Our service commitment to you is also a commitment from the manufacturer.
1. If a non-proprietary service provider were to create a major system failure, it could not only create a negative financial impact to your facility but could cause your system to be inoperable for an extended period of time. This would create a major life safety and operating problem for your facility.
1. The 4100, 4010 and 4020 series Fire Alarm Systems are microprocessor-based systems, which operate on a life safety software program, which is proprietary to Johnson Controls Fire Protection LP. This program is specially designed to meet the operational requirements of your facility. There are no commercially available education manuals available from which a non-Johnson Controls Fire Protection LP factory trained technician can qualify to field edit your programs, change labels or functionality, or operate the system as required to maintain the system properly. The software is retained in “read only” memory to allow password-protected field editing by factory trained, authorized personnel.
An Important Safety Net Johnson Controls is proud to deliver integrated fire, security, life safety, and emergency communications solutions and services with the full certification of the U.S. Department of Homeland Security under the SAFETY Act (Support Anti-Terrorism by Fostering Effective Technologies).
