About this file
This document is a Limited Sources Justification (Brand Name) under FAR 8.405-6 prepared by the Federal Mediation and Conciliation Service (FMCS) in Washington, D.C.
FMCS proposes to award a firm-fixed-price purchase order for Zoom for Government (ZfG) annual subscription licenses under the GSA Multiple Award Schedule. The requirement includes three license types with a total quantity of 225 units: 75 ZfG Enterprise Named Host Annual Licenses (Tier 50-99), 75 Webinar for ZfG 100 Named Host Annual licenses, and 75 Audio for ZfG US/Canada Unlimited Named Host Annual licenses (Tier Start: 1 Tier End: 99). The estimated dollar total value is redacted in the document. FMCS justifies limiting sources to the Zoom brand because the agency requires continuity with its existing collaboration environment, as Zoom is currently integrated into agency operations and supports mission-critical communications and coordination. Transitioning to another platform would necessitate retraining, disrupt ongoing operations, and result in additional costs. The Contracting Officer will post the requirement on GSA eBuy to provide fair opportunity to schedule holders in accordance with FAR 8.405-1. Fair and reasonableness will be determined based on adequate price competition from multiple quotes anticipated in response to the solicitation. Market research confirmed that multiple small businesses can provide the required items. FMCS commits to continuing market research to identify alternative compliant services that could meet agency needs without excessive mission disruption. The justification was certified by Bronson Madero, Senior Contracting Officer, on March 19, 2025.
