About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) for a sole-source procurement by the U.S. Embassy Antananarivo, Madagascar.
The Facilities Management Section of the U.S. Embassy requires procurement of a HySecurity SlideDriver 50VF2/3 Industrial Hydraulic Slide Gate Opener (Part Number 22X3 ST) to replace an existing gate operator that has reached end-of-life. The equipment serves as a critical component of the Embassy's perimeter security and vehicle access control system. The justification is authorized under FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements). The Embassy currently standardizes on HySecurity hydraulic slide gate operators throughout its perimeter security infrastructure. The specific model is designed to integrate with existing gate assemblies, mounting hardware, electrical wiring, control panels, limit switches, safety sensors, and the Embassy's electronic access control system. The justification argues that alternative manufacturers' products would require extensive modifications to existing infrastructure, increasing project costs, extending installation timelines, introducing technical risks, and compromising system reliability and security. Benefits of standardization include full compatibility with existing systems, spare parts interchangeability, reduced maintenance and repair costs, simplified preventive maintenance procedures, reduced technician training requirements, and proven operational reliability. Market research confirmed comparable products exist but none provide direct compatibility without substantial redesign. The contracting officer will determine price reasonableness through vendor quotations, historical pricing, and market research in accordance with FAR standards. The justification was prepared by Patrick Maune (Facilities Management Section) and approved by Charlise Brown (General Services Office), both digitally signed on August 3, 2026.

JUSTIFICATION FOR OTHER THAN
FULL AND OPEN COMPETITION (JOFOC)
Procurement of HySecurity SlideDriver 50VF2/3 Industrial Hydraulic Slide
Gate Opener
Part Number: 22X3 ST
1. Requiring Activity
Facilities Management Section (FAC)
U.S. Embassy Antananarivo, Madagascar
2. Description of Requirement
The U.S. Embassy Antananarivo requires the procurement of the HySecurity
SlideDriver 50VF2/3 Industrial Hydraulic Slide Gate Opener, Part Number
22X3 ST, to replace an existing gate operator that has reached the end of its service life. This equipment is a critical component of the Embassy's perimeter security and vehicle access control system.
3. Authority
This acquisition is justified under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
4. Justification
The U.S. Embassy Antananarivo currently utilizes HySecurity hydraulic slide gate operators throughout its perimeter security system. The HySecurity SlideDriver
50VF2/3 (Part Number 22X3 ST) is specifically designed to integrate with the
Embassy's existing gate infrastructure, access control system, safety devices, electrical interfaces, and control logic.
Use of another manufacturer's gate operator would require extensive modifications to the existing gate assemblies, mounting hardware, electrical wiring, control panels, limit switch configurations, safety sensors, and integration with the
Embassy's electronic access control system. These modifications would increase project costs, extend installation time, introduce unnecessary technical risks, and negatively impact the reliability and security of the Embassy's perimeter protection system.
Standardizing on the existing HySecurity platform provides the following operational benefits:
2/3
• Full compatibility with the Embassy's existing gate systems.
• Interchangeability of spare parts.
• Reduced maintenance and repair costs.
• Simplified preventive maintenance procedures.
• Reduced technician training requirements.
• Proven operational reliability under Embassy operating conditions.
• Elimination of engineering redesign and system reconfiguration.
Because this equipment forms part of the Embassy's physical security infrastructure, maintaining equipment standardization is essential to ensure continuous, reliable, and secure operation.
5. Market Research
The Facilities Management Section reviewed commercially available industrial hydraulic slide gate operators. Although comparable products exist, none provide direct compatibility with the Embassy's existing HySecurity installations without substantial redesign and modification of the current gate systems.
No alternate manufacturer can provide equipment that satisfies the Government's compatibility, reliability, maintenance, and security requirements without incurring significant additional cost and operational risk.
6. Efforts to Promote Competition
Competition was considered; however, the Government's minimum requirements can only be satisfied by the HySecurity SlideDriver 50VF2/3 (Part Number 22X3
ST) due to the need for compatibility with existing installed equipment and to preserve the integrity of the Embassy's physical security systems.
7. Impact if Another Product Is Purchased
Purchasing an alternate product would likely result in:
• Extensive engineering modifications.
• Increased installation and lifecycle costs.
• Delays in restoring full operational capability.
• Additional spare parts inventory.
• Increased maintenance complexity.
3/3
• Additional technician training.
• Potential incompatibility with existing security and access control systems.
• Increased risk of failure affecting Embassy security operations.
8. Determination of Fair and Reasonable Price
The Contracting Officer will determine price reasonableness through vendor quotations, historical pricing, market research, and other appropriate price analysis techniques in accordance with the Federal Acquisition Regulation (FAR).
9. Certification
The Facilities Management Section certifies that this justification is accurate and complete to the best of its knowledge and that the procurement of the HySecurity
SlideDriver 50VF2/3 Industrial Hydraulic Slide Gate Opener (Part Number
22X3 ST) is essential to maintain the operational reliability, compatibility, and security of the U.S. Embassy Antananarivo's perimeter access control system.
