About this file

This is a Justification for Other than Full and Open Competition (JOFOC) for a sole source contract under the Revolutionary FAR Overhaul authority (RFO 12.102(b), 41 U.S.C. 1901).

The Department of the Interior, through the Interior Business Center's Acquisition Services Directorate, intends to award a sole source Firm-Fixed-Price contract to The Gilder's Studio, INC. (17636 Prince Edward DR, Olney, Maryland) for the full conservation and regilding of four monumental equestrian bronze sculptures comprising the Arts of War and Arts of Peace statuary groups located at Memorial Bridge and Parkway Drive in Washington, DC. The project scope includes comprehensive bronze conservation treatment; application of 30-gram, 23.75 karat gold leaf; cleaning and repair of associated granite plinths; installation of scaffold and containment systems; environmental protection measures; and full documentation of treatment activities. All work must comply with the Secretary of the Interior's Standards for the Treatment of Historic Properties and the American Institute for Conservation Code of Ethics and Guidelines for Practice. The estimated contract value is redacted. Work must begin as soon as possible and be completed by July 3, 2026, with a critical award deadline of April 17, 2026, due to the 8-week lead time required for gold leaf procurement to support the 250th anniversary commemoration of the Declaration of Independence.

The contracting officer determined the sole source approach is justified based on The Gilder's Studio, INC.'s unique qualifications in specialized exterior gilding using high-purity gold leaf, conservation expertise with monumental bronze sculptures, and demonstrated ability to perform work in compressed timelines within high-visibility public settings. A Notice of Intent to Sole Source was posted to SAM.gov from April 1-6, 2026, with no competing responses received. Market research confirmed The Gilder's Studio, INC. performed the comparable First Division Monument gilding project and is the only known vendor capable of meeting the accelerated schedule and technical requirements.
