About this file

This is a Justification for Other than Full and Open Competition (JOFOC) document for a sole-source acquisition by the National Institutes of Health Clinical Center's Department of Radiology and Imaging Sciences. The NIH seeks to procure licensing and support services for the RA600 Workstation Software, a proprietary system manufactured by GE Healthcare that modifies structural and demographic components of radiology examinations and integrates with the department's Picture Archiving and Communication System (PACS) and Radiology Information System (RIS). The estimated contract value is $21,182.00 for a one-year period of performance from April 1, 2026 through March 31, 2027, with contract type specified as firm-fixed-price. The acquisition is identified as POTS 26-003171.

The justification asserts that GE Healthcare is the sole responsible source capable of providing support services and software licenses for its proprietary RA600 system, as no other vendor can access the required technical knowledge base or provide equivalent functionality. Market research over the past three years confirmed no suitable replacement systems exist. The statutory authority cited is 41 U.S.C. 253(c)(1) under FAR 6.302-1, which permits sole-source acquisition when supplies or services are available from only one responsible source. A Notice of Intent was published in FedBizOpps, and interested parties may submit capability statements by March 31, 2026 at 12:00 PM EST to valerie.gregorio@nih.gov. The determination to award based on responses to this notice remains within the Government's sole discretion. Project Officer contact is Ronald Levin at rlevin@nih.gov or 301-496-4454.

a. Acquisition purpose and objectives. This request is for the purchase of the licensing and support services required to maintain the Department of Radiology and Imaging Science ‘s Technologist workstation which provides the capability to modify the structural and demographic components of Radiology examinations.

b. Project background The Department of Radiology and Imaging Sciences provides imaging services to the National Institutes of Health Clinical Center’s patients who participate in research protocols conducted by the various NIH institutes. Imaging services include X-rays, fluoroscopy, ultrasound, magnetic resonance imaging (MRI) scans, computed tomography (CT) scans and interventional radiology (special procedures). Diagnostic services in ultrasound, digital mammography, positron emission tomography/computed tomography (PET/CT), and nuclear medicine are also provided. All these diagnostic modalities generate clinical diagnostic images that are sent to and archived on the Department of Radiology and Imaging Science’s Picture Archiving and Communication System (PACS).

Integral to the PACS is the Radiology Information System (RIS), which is used by the radiologists to create reports, which are sent to the CRIS (Clinical Research Information System or the Clinical Center’s Hospital Information System). The RIS also facilitates the daily workflow within the radiology department. Orders placed in CRIS flow through the RIS to the medical scanners and then from the scanner to the RA600 workstaions (for some of the exams) and then to PACS where the studies are reviewed by the radiologists and reported using a combination of the PACS and RIS software. The reports are then forwarded to the CRIS.
