About this file
This is a Justification and Approval for Other Than Full and Open Competition document for overseas contracting activities submitted by the Department of State for Embassy Brazzaville. The document justifies a sole-source acquisition for Tier III 5-7 Year OEM Electrically Operated Breaker Service with an estimated cost of $27,500 USD. The contracting officer determination asserts that the anticipated cost to the Government will be fair and reasonable, citing that open competition would likely cause delay and poor performance, making it not in the Government's best interest.
The services required involve a Factory Certified Technician (OEM) with a minimum of five years of breaker maintenance experience specific to the corresponding manufacturer (e.g., Eaton to service Eaton, Schneider to service Schneider, ABB to service GE/ABB) to perform factory service work on U.S. Government switchgear circuit breakers and equipment. The qualified technician must be on-site and accompanied by a Master or Journeyman electrician for switchgear shutdown and servicing. All personnel must provide credentials proving training and valid electrical licenses and must complete electrical safety training. The justification cites 41 USC 253(c)(1) and FAR 6.302-1 as statutory authority, stating that no other service provider holds the product license to satisfy agency requirements. Market research was conducted by OBO Electric, no other sources have been solicited or expressed interest, and the document is dated 1/30/26 with certifications from John Lynch (Project Coordinator, Electrical IV) and Michael Armenta (A/CO & Facility Manager).
