About this file

This is a Limited Sources Justification for a federal contract acquisition under the General Services Administration (GSA) Federal Supply Schedule (FSS) ordering procedures.

The Department of Veterans Affairs (VA) Network Contracting Office 21 is acquiring twenty-two (22) ICU ceiling-mounted boom systems with installation services for the VA Southern Nevada Healthcare System (VASNHCS) located in North Las Vegas, Nevada. The estimated contract value is $2,953,641.36, which exceeds the Simplified Acquisition Threshold (SAT). The product is the S-Series Standard Equipment Management System manufactured by Stryker Corporation. The proposed contractor is TrillaMed LLC (UEID GW9FLBWB5625), a Service-disabled Veteran-Owned Small Business (SDVOSB) located in Southfield, Michigan. The acquisition will be awarded as a new delivery order against FSS Contract Number 36F79720D0041. The justification for limiting sources to a single contractor is based on GSAM 538.7104-3(b)(ii), establishing that only one source is capable of providing the required products and services at the level of quality required due to unique functional characteristics and compatibility requirements. The key supporting rationales include: compatibility with existing Stryker infrastructure installed in 2012; established Biomedical Engineering Department certification and maintenance training for Stryker equipment; VASNHCS-wide standardization across the ICU, Operating Room, and Special Procedures Unit; and clinical workflow requirements built around the Stryker platform over approximately fifteen years of operations. Market research via GSA eBUY sources sought on May 21, 2026, yielded four SDVOSB responses, with only TrillaMed confirming capability to provide Stryker booms and perform installation. The justification received approvals from the Contracting Officer (Jose A. Hernandez), Director of Contracting (Nicholas Kluch), and Head of Contracting Activity (Curtis M. Jordan) on June 30, 2026, and was certified by the ICU/SDU Nurse Manager (Loeu M. LIM) as a bona fide need of the Department of Veterans Affairs.

GSAM Subpart 538.71— Federal Supply Schedule Ordering Procedures

Acquisition Plan Action ID: 36C261-26-AP-3503

JOFOC Tracker Number: FY26-NCO 21-1646; entered into JOFOC Tracker on 06/12/2026.

(1) Contracting Activity: Department of Veterans Affairs (VA) Network Contracting Office (NCO) 21, located at 3801 Miranda Avenue, Palo Alto, California, 94304, in support of VA Southern Nevada Healthcare System (VASNHCS) at 6900 North Pecos Road, North Las Vegas, Nevada 89086. The purchase request number (2237) is 593-26-3-163-0045.

(2) Description of Action: This acquisition is conducted under the authority of the Multiple-Award Schedule Program (41 U.S.C. 152(3) and 40 U.S.C. 501). This is for an Intensive Care Unit (ICU) Nursing Boom Renovation located at the VASNHCS at 6900 North Pecos Road, North Las Vegas, Nevada, 89086.

This will involve the removal and replacement of Twenty-two (22) ICU ceiling-mounted boom systems in the ICUs at the VASNHCS, which were installed in 2012. Key tasks include: deinstallation of all current integrations, necessary renovations to ensure proper functionality for the new equipment, installation of new integrations, and final testing to ensure that all third-party systems are configured correctly and recognized.

This will be awarded as a new requirement/new delivery order.

Order against: FSS Contract Number: 36F79720D0041

Name of Proposed Contractor: TRILLAMED LLC, UEID GW9FLBWB5625

Street Address: 20300 W 12 MILE RD STE 103

City, State, Zip: SOUTHFIELD, MI 48076

(3) Description of Supplies or Services: The estimated value of the proposed action is $2,953,641.36.

This will be a new delivery order for twenty-two (22) ICU ceiling-mounted boom systems, along with installation. The product name is the S-Series Standard Equipment Management System from Stryker Corporation. The item to be procured is particular to one manufacturer, Stryker Corporation. TrillaMed, LLC, a Service-disabled Veteran-Owned Small Business (“SDVOSB”) is the proposed vendor.

Stryker Corporation is being recommended as the sole source for the ICU boom replacement based on compatibility with existing infrastructure, established engineering support capabilities, VASNHCS-wide https://www.acquisition.gov/fss-ordering-procedures http://uscode.house.gov/browse.xhtml;jsessionid=114A3287C7B3359E597506A31FC855B3 https://www.gpo.gov/fdsys/pkg/USCODE-2011-title40/pdf/USCODE-2011-title40-subtitleI-chap5-subchapI-sec501.pdf

TrillaMed, LLC, is being recommended as the vendor to provide the supplies and perform the installation work because it is the only vendor with a GSA contract that is an authorized supplier for Stryker Corporation, that can also perform the installation.

Compatibility with Existing Infrastructure The existing ICU boom infrastructure was originally installed using Stryker tandem mounting plates and support structures. These systems have been engineered, validated, and load-rated for the current installation as well as future Stryker boom replacements.

Per VASNHCS, selecting an alternative manufacturer would require an engineering evaluation to determine compatibility with the existing structural support system and mounting hardware. Any modification to this infrastructure would introduce additional validation requirements, installation complexity, and potential cost impacts. Procuring the specified Stryker equipment allows VASNHCS to leverage its validated infrastructure without requiring redesign or requalification of the support system.

In addition, VASNHCS’s existing boom-mounted accessories and equipment have been validated for use with the Stryker platform. Maintaining the same manufacturer preserves compatibility with installed accessories and helps avoid additional costs associated with replacement or reconfiguration.

Biomedical Engineering and Maintenance Certification VASNHCS’s Biomedical Engineering and Engineering Departments have completed Stryker boom service and maintenance training programs and are currently certified to maintain and repair Stryker boom systems. Preventive maintenance procedures, troubleshooting workflows, and service protocols are already established around this platform as well as established maintenance processes.

VASNHCS Standardization, Interfacing and Clinical Workflow Requirements VASNHCS has made a significant investment in standardizing critical care and procedural environments around Stryker boom technology. In addition to the ICU, both the Operating Room and Special Procedures Unit utilize Stryker boom systems.

Maintaining a common platform across these areas promotes consistency in equipment operation, accessory integration, maintenance procedures, spare parts management, and staff training. This standardization reduces variability, supports staff who rotate across departments, and enables a unified approach to equipment support and lifecycle management.

For approximately fifteen years, VASNHCS ICU staff have operated using the Stryker boom platform and its standardized service head configuration. Clinical workflows and departmental standard operating procedures have been built around the placement and spacing of medical gas outlets, vacuum outlets, electrical receptacles, and mounted equipment. Maintaining the current platform preserves alignment with established workflows and minimizes the risk of disruption, confusion, or delays during routine care and emergency situations.

(4) Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service).

GSAM 538.7104-3(b)(i): The need is of such unusual urgency that following the procedures would result in unacceptable delays in fulfilling that need:

GSAM 538.7104-3(b)(ii): Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized:

Unique Functional Characteristics The proposed Stryker boom solution supports patient care and safety objectives within VASNHCS. The articulating boom design provides increased positioning flexibility and additional working space around the patient, enabling staff to reposition equipment efficiently while maintaining access during emergency interventions. Stryker’s compact service head design allows for greater articulation compared to longer alternative competitors, which can limit usable space beneath the boom. Based on validated infrastructure, established engineering capabilities, VASNHCS-wide standardization, and clinical workflow requirements, continuing with Stryker booms represents the most appropriate solution for the VASNHCS ICU Boom Replacement Project.

GSAM 538.7104-3(b)(iii): The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis:

GSAM 538.7104-3(b)(iv): It is necessary to place the order with a particular FSS contractor to satisfy a minimum guarantee established in the FSS BPA:

GSAM 538.7104-3(b)(v): A law expressly authorizes or requires that the purchase be made from a specified source:

(5) Describe Why You Believe the Order Represents the Best Value consistent with GSAM 538.7102- 2(b)(4) to aid the contracting officer in making this best value determination:

Per GSAM 538.7102-2 (d) (2), FSS contract pricing has already been determined fair and reasonable. The order would represent the best value because the facility would not have to change their infrastructure to accommodate a different manufacturer. In addition, Stryker will provide their Original Equipment Manufacturer (OEM) warranty to the VA through the SDVOSB TrillaMed, LLC, and has provided discounted government contract pricing. TrillaMed, LLC, also has a generally consistent Satisfactory rating in CPARS over the last five years.

(6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted.

The Contract Specialist used the Small Business Administration’s (SBA’s) Small Business Search (SBS) database using North American Industry Classification System (NAICS) code 335132, Commercial, Industrial, and Institutional Electric Lighting Fixture Manufacturing, to identify certified capable SDVOSBs and VOSBs. The search indicated that there are no certified SDVOSBs/Veteran Owned Small Businesses (VOSBs), but individual business searches invalidated this finding. The individual business search invalidated this finding because TrillaMed, a certified SDVOSB, was located.

The Nonmanufacturer Rule (NMR) Decision Tree was subsequently used. The NMR decision tree indicates that because small businesses distribute or sell the item, and the over Simplified Acquisition Threshold (SAT) procedures are being used, an unrestricted contract solicitation or order against an existing Indefinite Delivery Vehicle (IDV) can be issued.

An SDVOSB has been found, TrillaMed, LLC, which can provide the surgical booms and also perform the installation. The nonmanufacturer rule decision tree shows that an order against an existing IDV can be made. TrillaMed, LLC, as an SDVOSB, would be required to fill out Veterans Affairs Acquisition Regulations (VAAR) 852.219-76 Notice of Limitations on Subcontracting – Certificate of Compliance for Supplies and Products.

Additional market research was conducted and two prior contracts were reviewed which had been awarded:

36F79720D0041 36C26126F0180 STRYKER Operating Room (OR) 5 SYSTEM | TRILLAMED: The statement of work (SOW) includes the following:

VHAPG Part 808.405-6 Limiting Sources Page 5 of 6

A sources sought was posted on the General Services Administration’s (GSA’s) eBUY on 05.21.2026 including a draft statement of work (SOW) and the salient characteristics for the product, to find businesses capable of providing the requirement. Four SDVOSBs responded. Two businesses, Beacon Point, and Surgical Tools, responded that they did not provide the type of supplies and installation needed for the requirement. TrillaMed, LLC, an SDVOSB, indicated it could provide Stryker surgical booms and perform the installation. L1 Enterprises, an SDVOSB, responded that it proposed using Maxim Medical Solutions along with three potential Options for the ICU Booms (Amico, Getinge, or Draeger).

The information on the product ranges was sent to VASNHCS for review and it was determined that Stryker’s products are required for the ICU boom replacement. The determination that Stryker’s products are needed for the ICU boom replacement was based on compatibility with existing infrastructure, to avoid prohibitive costs, and because of established engineering support capabilities, VASNHCS-wide standardization, and also clinical workflow requirements.

(7) Any Other Facts Supporting the Justification: Buy American Act information has been included, confirming the country of origin being the United States, meaning that in addition to not needing to reconfigure the surgical rooms to accommodate a different manufacturer’s equipment, additional administrative time will not need to be spent seeking American made products from other manufacturers.

(8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made: Due to VASNHCS's intention to use only Stryker's products in perpetuity in order to enable a unified approach to equipment support and lifecycle management, no agency actions are currently available to remove or overcome competitive barriers. Should the facility's intentions and/or needs change, the restriction on competition may be removed dependent on the needs of the healthcare system (HCS).

(9) Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge. I understand that processing of this limited sources justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by GSAM Subpart 538.71.
