About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) document for a sole-source acquisition by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).
The ATF seeks a fixed-price contract for hardware and software maintenance and support services for imaging equipment manufactured by Imaging Business Machines, LLC (IBML). The requirement covers maintenance for four IBML ImageTrac 6 Lite Scanners, one IBML Fusion 8200, and one IBML Fusion 8300 scanner currently installed at the National Tracing Center in Martinsburg, West Virginia. The contract will also include support for two additional IBML Fusion 8300 scanners to be added upon installation at a new facility. Services include Extended Parts Warranty, Full Hardware Support (8x5x4), iCS/DocNetics Software, and Software Support. The period of performance runs from July 21, 2026 through July 20, 2031, consisting of one base year and four option years. The estimated total contract value is $862,069.44. The contracting officer is Amanda Boshears (Amanda.Boshears@atf.gov). The justification cites RFO 6.103-1 as the authority, establishing that IBML is the sole source provider for this maintenance because the software is wholly owned and licensed by IBML with proprietary source coding, and IBML does not authorize third-party resellers to provide maintenance and support services. A Notice of Intent will be posted on SAM.gov upon approval. Market research confirmed no alternative sources exist to provide the required maintenance and support.

5. A statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring use of the authority.
IBML is the sole source provider for all software/hardware maintenance, training, modifications, or customizations of IBML proprietary software per the attached sole source letter dated April 15, 2026. As the software is wholly owned and licensed by IBML, the source coding remains proprietary and no provisions are available that allows vendor access to the source code for purpose of modification or custom development.
IBML does not authorize third party vendors to resell or provide software or hardware maintenance. IBML is the only vendor providing complete software and hardware maintenance and support for the ImageTrac, Fusion 8200 and Fusion 8300 scanners currently installed at the National Tracing Center in Martinsburg, WV.
6. A description of efforts made to ensure offers/quotes were solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by RFO 5.2 and, if not, which exception under RFO 6.103 applies.
A sole source Notice of Intent will be posted via the System for Award Management (SAM.gov) website upon approval of this sole source justification as this requirement exceeds the $25,000 threshold. The posting requirement is in accordance with the thresholds and synopsis requirements or RFO 5.1 and 5.2.
7. The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the contracting officer that the anticipated cost to the government will be fair and reasonable.
The proposed price for one base year and four one-year options, if exercised, is as follows:
Base Year: 7/21/2026 – 7/20/2027 Hardware - $
9. Any other facts supporting the use of other than full and open competition.
N/A
10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.
The CO does not anticipate any responsible sources for this requirement since IBML is the sole source vendor for this support. IBML has the properly trained personnel authorized to provide the required maintenance. A sole source Notice of Intent will be posted via the System for Award Management (SAM.gov) website upon approval of this sole source justification as this requirement exceeds the $25,000 threshold. Any responses received will be reviewed and saved in the contract file.
11. A statement of any actions the agency will take to remove or overcome any future barriers to competition.
The Bureau makes every effort to remove or overcome any barriers to competition before any subsequent acquisition of the supplies or services required. AMD will continue to utilize bidding websites as well as other competitive procedures to promote competition to the maximum extent practicable.
The Government will continue to research the marketplace and communicate with other agencies, to determine if similar products and/or services can meet their needs in the future to remedy the restricted competition regarding future requirements of this technical nature. In the future, the Government will document the evaluation and cost comparison of other industrial high speed, high volume scanners to include requesting demonstrations, pricing, lifecycle costs, transition costs, etc. in future performance period and consider future competition. However, if the purchase of future scanners is for IBML products, competition will most likely depend on if IBML authorizes its resellers to provide maintenance and support.
12. Certifications.
