About this file

This document is a justification and approval for other than full and open competition regarding a federal contract award. The Bureau of International Narcotics and Law Enforcement Affairs required the delivery of six fuel tank trucks within 90 days of award for use by the International Law Enforcement Academy in Kyiv, Ukraine. Pulsar Expo in Prague, Czech Republic offered to provide two IVECO TRAKKER trucks, one IVECO EUROCARGO truck, and two MAN TGS trucks meeting the specifications for $1,068,860 by the required delivery date, while other vendors were either unwilling or unable to meet this timeframe. As no other offerors could satisfy the urgent need, the contracting officer determined Pulsar Expo's price to be fair and reasonable based on previous procurements. The justification will be posted anonymously on SAM.gov within 30 days as required.
