About this file

This document is a Justification for an Exception to Fair Opportunity (JOFOC) for a new task order award under the AFRICAP III IDIQ contract. The purpose is to assist the partner nation in developing and institutionalizing a program of instruction (POI) for non-commissioned officer (NCO) training at their NCO Academy. The key objectives are to establish a comprehensive and modernized POI for mid-level NCO training and certification of NCO instructors, as well as provide mentorship to NCO trainees. The task order will be up to 4 years, with a base period of 12 months and three 12-month option periods. The exception to fair opportunity is being made under FAR 16.505(b)(2)(i)(F) to set aside the order for a Service-Disabled Veteran-Owned Small Business (SDVOSB) concern, as NELOGIS is the sole remaining SDVOSB in the AFRICAP III IDIQ pool. The Contracting Officer has determined the anticipated costs will be fair and reasonable based on an IGCE and comparison to prior AFRICAP III task orders.
