2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This proposed brand name under SAT justification is for a Firm Fixed Price (FFP) contract for Rocky Mountain Regional VA Medical Center (RMRVAMC) which has a requirement to replace two (2) security grille curtains and bottom bars at the medical facility. The security grilles control the access/entry to the Spinal Cord Injury (SCI) Unit parking garage and the 17th Street Loading Dock Entrance. These security grilles ensure those areas of the medical facility are secured properly. The existing curtains have been damaged and require replacement.
The estimated cost of the requirement is
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The existing security grilles are made by Cookson Doors and are a system consisting of multiple components including brackets, counter-balance shaft, curtain, guides, bottom bar, motor, and operator. The existing brackets, counter-balance shaft, guides, motor and operator will continue to be used and only the curtain and bottom bar will be replaced with this requirement. Cookson Doors is the only brand that meets the minimum requirements due to to the intended use of the existing brackets, counter-balance shaft, guides, motor and operator already in place. Selecting another brand of curtain and bottom bar would require replacing all existing equipment would result in an undo estimated cost of total ( for the loading dock gate and for the SCI gate). A cost difference of is saved when going brand name. Not using the same brand would result in an unnecessary cost for the government. The replacement curtain and bottom bar must be compatible with existing equipment to ensure the doors operate as intended and must be of the same brand of the existing equipment. Cookson is the only brand that is compatible. These products are custom designed to fit the existing structure and materials. The vendor must be an authorized distributor of Cookson doors.
4. Description of market research conducted and results or statement why it was not conducted:
Market Research was completed including searching the VIP database, FPDS, SAM.gov, GSA eLibrary. VIP search found vendors. were listed on the Cookson distributors list for Colorado and responded to sources sought notice
