About this file

This is a Sole Source Justification and Approval document for a simplified acquisition submitted by the Department of the Interior, Bureau of Land Management (BLM) Colorado State Office.

The BLM Colorado State Office is procuring asset tracking software from Efficient Business Systems, Inc. (26440 Las Alameda, Suite 240, Mission Viejo, CA 92691), a small business contractor under NAICS code 541512 (Computer Systems Design Services). The software will track physical record files (Dockets) at the Colorado State Office and includes labeling functionality and conversion of existing legacy software files to the new system version. The initial contract cost is $16,266, covering the perpetual license, first-year support and maintenance, label software subscription and maintenance, and file conversion services. The contract includes four optional renewal years at $4,066 per year for continued support and maintenance, bringing the total potential contract value to $32,530. The procurement is justified as a sole source acquisition because Efficient Business Systems, Inc. is the exclusive provider of the Sigosuite File Tracking software, and alternative file record software options reviewed by Records staff were not approved by BLM IT Security. The justification emphasizes that the legacy software is no longer supported and currently resides only on an external flash drive, creating significant risk of records loss for critical mining, oil and gas, and land records. The authority for this simplified acquisition is 41 U.S.C. 1901. The Contracting Officer (Eleanor Tippeconnie) and Contracting Officer's Representative (Heather Fonda) have certified the justification as accurate and complete.

6. Rationale supporting use of the authority stated in paragraph 5.

The Colorado State Office requires a contractor to provide asset tracking software to track physical record files (Dockets) at the Colorado State Office, including labeling and the conversion of the older software files to the new version of the software. This software ensures that records are maintained according to policy. The older version is no longer supported and if not upgraded, risk record loss. Currently, the records and old software is only available on an external flashdrive which increases the risk of loss and damage resulting in important mining, oil and gas, land records and more being untracked. Efficient Business Systems, Inc. is the sole source provider for access to the Sigosuite (File Tracking) software. No known potential alternative sources exist which could satisfy the BLM requirement at the same cost and pass IT Security requirements.
