About this file

This document is a Justification for Other than Full and Open Competition (JOFOC) for the Environmental Management Consolidated Business Center (EMCBC). The Department of Energy intends to award a sole-source contract to Hanson Audio Video, LLC for audio visual services, specifically to support the EMCBC's existing Logitech audio video systems network. The total estimated contract cost is approximately $59,348.68, including installation.

The justification highlights Hanson Audio Video's unique qualifications, including their proximity to the EMCBC office, deep knowledge of the current Logitech systems, and ability to integrate and repurpose existing hardware. Market research identified other potential vendors (ICB Audio and Video, ITA Audio Visual Studio, and Chapel-Romanoff Technologies), but determined they lack the specialized knowledge required. The contract will be procured using statutory authority 41 USC § 3304(a)(1) and FAR 6.302-1(a)(2), which allows non-competitive procurement when services are available from only one responsible source. The contract is planned for award on April 30, 2025, with the goal of minimizing equipment replacement costs and maintaining system continuity.

Justification for other than Full and Open Competition

Contracting Activity: Environmental Management Consolidated Business Center (EMCBC)

Requiring Office: EMCBC

April 30, 2025

1. Contracting Activity: The Department of Energy (DOE), Office of Environmental Management

(EM), Consolidated Business Center (CBC), Office of Contracting intends to contract through other than full and open competition. This document provides the justification and approval for the use of non-competitive procedures pursuant to 41 USC § 3304(a)(1) and in accordance with Federal Acquisition Regulation (FAR) 6.302-1(a)(2).

2. Nature of Action Being Approved: The action being approved is the negotiation of a non-competitive acquisition for audio visual services for the Environmental Consolidated Business Center, 550 Main Street, Room 07-010, Cincinnati, OH 45202 supplied by Hanson Audio Video, LLC (hereafter referred to as Hanson), 10800 Montgomery Road, Cincinnati, OH 45242, Phone:

(513) 563-0444.

3. Description of Services Required to Meet the Agency’s Needs: DOE/EMCBC will procure audio video services for the EMCBC office. The EMCBC currently utilizes Logitech audio video systems throughout the entire network. Therefore, the EMCBC is in need of an audio video service provider contractor that can provide services compatible with the current network utilized to support the office. Services must meet all technical specifications designated in the Statement of Work (SOW).

4. Statutory Authority Permitting Other Than Full and Open Competition: The authority for this action is 41 USC § 3304(a)(1) and FAR 6.302-1(a)(2). These authorities provide that full and open competition need not be obtained when the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements.

5. Demonstration of the Proposed Contractor’s Unique Qualifications:

The EMCBC currently utilizes Logitech audio video systems throughout the entire network, which allows a high confidence level and knowledge to troubleshoot and manage the system without the need to reach out to the vendor. Should the need arise for any reason, Hanson is located in the Cincinnati area very near to the EMCBC office allowing for a quick response.

6. Efforts to Solicit Additional Sources/Competition:

Hanson also has continuously demonstrated a high level of knowledge and certifications with the equipment currently implemented in the training room. Due to this knowledge and training, they can integrate the current technologies and hardware into the Logitech system allowing us to repurpose the hardware rather than requiring replacement. The other vendors we spoke to had not demonstrated the same knowledge of current hardware and would require replacement and extra cost.

Other audio video service providers could install their own equipment and systems, but expenses for the effort would be the responsibility of the contracting agency. Market research estimated such expenses to be in the range of $100,000 or more. Hanson’s quoted installation price of approximately 60 percent of that expense would cover the installation/setup of the audio video system.

7. Determination as to Reasonableness of Cost: The total estimated cost for purchase is approximately $59,348.68 including installation costs. The Government will establish the reasonableness of the Contractor’s proposed price based on a comparison of historical prices paid for the same or similar services. The price will be negotiated at the time of award.

8. Market Research: Hanson Audio Visual, LLC is the only vendor that can provide the needed knowledge-based experience with our current Logitech systems.

Market Research indicated a few other vendors provide audio visual services:

• ICB Audio and Video

• ITA Audio Visual Studio

• Chapel-Romanoff Technologies, LLC

These vendors do not offer the same knowledge of current hardware that is planned to be repurposed.

9. Other Facts Supporting the Use of Other Than Full and Open Competition : There are no additional facts.

10. Listing of Interested Sources: Hanson Audio Video, LLC, 10800 Montgomery Road, Cincinnati, OH 45242

11. Actions to Overcome Barriers to Competition: The audio video industry is dominated by a large group of businesses. Service area rights and extremely high cost to install new equipment also play into this regional business market control. Although it is the goal of the Department of Energy, the Office of Environmental Management and its Consolidated Business Center to provide for competition to the maximum extent practicable, this requirement is best served to be procured through other than Full and Open Competition.

Certification The information contained in this Justification for Other than Full and Open Competition is accurate and complete to the best of my knowledge and belief.
