About this file
This is a Non-Competitive Memorandum for Simplified Acquisition Actions documenting an emergency procurement by the Department of Justice, Bureau of Prisons at FCI Miami, Florida.
The agency requires the emergency replacement of four 20-ton Trane split air conditioning units serving Housing Units C and D. The existing units are inoperable due to mechanical failure beyond repair. The procurement was justified under urgency authority (41 U.S.C. 253; 41 U.S.C. 1901(e)) based on life safety concerns, as current ambient heat index is 90 degrees with summer weather approaching and the facility currently relies only on inadequate portable air conditioning units. The housing areas contain elderly inmates and inmates with health conditions. The selected contractor, Tropic Supply, Inc. (SAM UEI #K52GCGFKBJS9), was chosen based on its ability to deliver the units within 5 days of award, minimizing downtime. The procurement issue had been ongoing for 2 months due to lack of airflow in living and program areas. The contract was awarded on April 13, 2026, under BPO 15BBNF26P00000029 for a total value of $103,264.60. The contracting officer, Steven Dennison, certified the justification on April 13, 2026, at 11:56:24 AM.
