About this file

This is a Justification and Approval (J&A) document for other than full and open competition from U.S. Embassy Baku for the acquisition of DSC (Digital Security Controls) brand residential alarms under procurement request PR14965842. The document justifies sole source procurement under FAR 6.302-1 (only one responsible source) because only DSC parts and accessories are fully compatible with the existing central alarm monitoring station.

The required items include DSC PowerG wireless indoor sirens, door/window contacts, panic keys, motion detectors, keypads, and control panels. The solicitation and brand name justification will be publicized on FedBizOpps, with price quotations requested from at least three DSC product suppliers. Market research identified several potential vendors including Advanced Security LLC, Neobits, All Data Resource, ID Enhancements, and Alarm System Store. The document notes that competition barriers could only be overcome if the RSO Office decides to change the entire alarm system in the future. The J&A is signed by Patrick Bashor (ARSO) and Steven Glick (Contracting Officer) on December 3, 2024.
