About this file

This document is a Single Source Determination using Simplified Acquisition Procedures (SAP) for an action not exceeding the Simplified Acquisition Threshold. The Department of Commerce, NOAA Office of Marine and Aviation Operations requires annual inspection of NOAA ship RAINIER's life rafts. LIFERAFT & MARINE SAFETY EQUIPMENT, INC. in Honolulu, Hawaii is identified as the single source capable of performing this inspection, as they are the only USCG and SOLAS authorized facility on Oahu Island. The ship's life rafts require certification to meet USCG and SOLAS requirements in order for the ship to get underway after repairs, but the current certifications have lapsed. Shipping the life rafts to the mainland for inspection poses risks of delays, loss, or damage. The estimated value of the requirement is not provided. The government intends to acquire this service under FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items, and will solicit and negotiate directly with LIFERAFT & MARINE SAFETY EQUIPMENT, INC.

SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

140802-24-2891

1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch

2. Description of supplies or services required to meet agency needs (including the estimated value).

Annual inspection of NOAA ship RAINIER’s life rafts.

3. Identification of the single source or the brand name to be solicited.

LIFERAFT & MARINE SAFETY EQUIPMENT, INC.

ATTN: BOBBIE R MARTIN

1133 N NIMITZ HWY 2ND FL

HONOLULU, HAWAII 96817

UNITED STATES

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

□ Other - Only one source is capable – NOAA ship RAINIER was under contract to have the ship’s life rafts inspected and certified for the FY24 dockside repair in Newport, OR.

During the ship’s FY24 field season the ship suffered a fire casualty aboard the ship and was deemed unfit to continue with the field season and was towed from American Samoa to Marine Operations Center Pacific Islands. All contracts awarded for the FY24 dockside were cancelled.

RAINIER sat for 4 months while waiting for a cost benefit analysis to be completed to determine whether or not the ship would be worth repairing. After the decision to repair the ship was made. the ship is currently under contract to repaired at the Ford Island NOAA facility. The life raft’s certifications have since lapsed.

NOAA ship RAINIER must meet United States Coast Guard (USCG) & Safety of Life at Sea (SOLAS) requirements and NOAA policy to get underway after the ship repairs are completed.

The life rafts could be shipped from Hawaii to an USCG & SOLAS authorized facility on the main land. The risks of delays, losing or damaging the life rafts through the shipping carriers could delay the ship from making its transit to the homeport or survey area. The life raft shells are very brittle and if received damaged after the life rafts are returned, having the damaged life raft repair and to determine liability of who will repair them will cost the ship more time.

5. Market Research.

Liferaft & Marine Safety Equipment, Inc are the only USCG & SOLAS authorized facility on the

Oahu Island.

Because of the ship’s current location, buying new isn’t feasible as the costs of the new unit plus shipping equal or exceed the quoted price.

6. Technical/Requirements Representative Certification I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
