About this file
This document is a Justification for Other than Full and Open Competition (JOFOC) for the procurement of a Seg-Flow S3 Agilent Interface. The objective is to purchase and install this interface to integrate the FDA's existing Seg-Flow S3 (Flownamics) and Ultivo LC-MS (Agilent) instrumentation, allowing for automated sample coordination and analysis. The interface must be compatible with the existing equipment and software. Flownamics is identified as the sole source provider capable of meeting the requirements, and the total estimated value is $45,388.93 with a 12-month delivery period. The JOFOC cites the statutory authority under FAR 6.302-1, as Flownamics is the only known responsible source. Market research confirmed the lack of alternative solutions that could satisfy the agency's needs.

a. Acquisition purpose and objectives.
The objective of the procurement is the purchase and installation of a Seg-Flow S3 Agilent
Interface.
b. Project background.
FDA Office of Product Quality and Research require an interface to integrate our previously installed Seg-Flow S3 (Flownamics) and Ultivo LC-MS (Agilent). This system must integrate communications between both instruments and automatically coordinate in-process samples.
Automatic sampling must be scheduled across multiple vessels and send in-process samples to our Agilent LC-MS for real-time analysis. This interface must be compatible with Seg-Flow S3, Ultivo LC-MS, corresponding software, and future software updates. This interface must include a sample interface kit to allow physical connection between the Sample Mod S3 and Agilent
Online LC.
3. Description of the supplies or services required to meet the agency’s needs (including the estimated value).
This interface must include a sample interface kit to allow physical connection between the Sample Mod
S3 and Agilent Online LC. Software interface must be compatible, communicate, and schedule in-process samples between the following instruments and software described below.
Seg-Flow S3 (Flownamics) - The Seg-Flow® Automated On-line Sampling System provides allows rapid and accurate sampling for up to 8 vessels or process streams and sample delivery to 4 analyzers and/or fraction collectors.
Agilent Ultivo Triple Quadrupole Infinity LC-MS P/N: G6465BA (Agilent) – Liquid chromatography system and mass spectrometer.
Agilent OpenLabs CDS (Agilent) - OpenLab CDS is a chromatography data system that combines the control of your Agilent LC-MS and data acquisition.
MassHunter (Aglient) - The MassHunter software suite supports efficient data acquisition, qualitative data analysis, mass spectral library management, quantitative data analysis, easy access, and reporting for Agilent LC-MS systems.
