About this file

This is a Justification and Authorization (J&A) document for a sole-source contract award to Grupo Visión, Honduras, for technological renovation and system implementation for the Honduran National Police's Criminal Investigations Unit (DPI).

The Department of State's International Narcotics and Law Enforcement Bureau (INL) seeks to award a firm-fixed-price contract with no options to Grupo Visión for supplies and services related to the Automated Fingerprint Identification System (AFIS) and SECURA LIVESCAN System. The required items include: one AFIS server for backup, one AFIS server for processing and queries, one AFIS server for comparison/verification, one SECURA regional server with system licenses, 45 workstations (CPU and monitor), 10 flatbed scanners, 45 digital cameras, 13 multipurpose workstations, and professional information configuration and migration services (one lot). The estimated contract value is redacted. The contract will be awarded under Federal Acquisition Regulation (FAR) 6.302-1 authority, citing only one responsible source capable of meeting requirements. The justification emphasizes Grupo Visión's exclusive intellectual property rights to both the AFIS and SECURA LIVESCAN systems, their existing deployment in Honduras, El Salvador, and Guatemala, and the necessity for regional interoperability and standardization to support transnational organized crime prevention efforts. Dell Technologies equipment is specified as the standard brand for all Northern Triangle police forces. Market research conducted within the past 12 months confirmed no alternative sources exist. No public synopsis was published, and no other vendors expressed written interest in the acquisition. The Contracting Officer has determined the anticipated cost to be fair and reasonable based on comparison to similar items, market prices, and an independent government estimate.

SECTION 4: IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING

OTHER THAN FULL AND OPEN COMPETITION

This acquisition is conducted under the authority of 41 USC 3304, as implemented by FAR 6.3 and substantiated by the following:

☒ FAR 6.302-1 – Only one responsible source and no other supplies or services will satisfy agency requirements.

SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S

UNIQUE QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES

USE OF THE AUTHORITY CITED

Grupo Visión is uniquely qualified to provide the Automated Fingerprint Identification System

(AFIS) and SECURA LIVESCAN System based on the following factors:

a. Exclusive Intellectual Property and Technical Expertise:

Grupo Visión holds the exclusive intellectual property rights to the AFIS and SECURA

LIVESCAN systems, making them the sole provider capable of delivering, upgrading, and supporting these technologies. Their proprietary systems are already deployed and operational within the Honduran National Police, as well as in El Salvador and Guatemala, ensuring seamless interoperability and standardized biometric data exchange across the Northern

Triangle. Grupo Visión’s technical expertise and in-depth knowledge of these systems enable them to deliver a comprehensive technological renewal, including hardware, software, and integration services, all tailored to the specific operational requirements of the region.

b. Standardization and Regional Integration:

The AFIS and SECURA LIVESCAN systems provided by Grupo Visión are the only solutions that support the established regional framework for biometric information sharing among

Honduras, El Salvador, and Guatemala. This standardization is critical for cross-border law enforcement collaboration and the effective identification of individuals with police records, directly supporting U.S. and host nation objectives to combat transnational organized crime.

c. Brand-Name Justification for Dell Technologies Equipment:

The requirement specifies Dell Technologies equipment for central infrastructure and workstations because it is the standard brand used by all police forces in the Northern Triangle.

This standardization allows for integrated warranty and support services, facilitates information exchange, and ensures operational continuity through uniform hardware platforms. Dell

Technologies offers a three-year warranty with four-hour on-site service, preventive and predictive support, and the best manufacturing and delivery times, optimizing investment and response times across all three countries. Market research confirmed that no other manufacturer can provide the same level of regional integration, support, and cost-effectiveness required for this initiative.

d. No Other Qualified Sources:

No other vendors expressed interest or demonstrated the capability to provide a compatible or equivalent solution. The proprietary nature of the AFIS and SECURA LIVESCAN systems, combined with the need for regional interoperability and standardized support, precludes consideration of alternative sources.

SECTION 6. DESCRIPTION OF EFFORTS TO ENSURE THAT OFFERS WERE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS IS PRACTICABLE,

INCLUDING WHETHER A NOTICE WAS OR WILL BE PUBLICIZED AS

REQUIRED BY FAR SUBPART 5.2 AND, IF NOT, WHICH EXCEPTION UNDER

FAR 5.202 APPLIES

Market research was conducted in accordance with FAR Part 10 to identify existing capabilities, technologies, and potential sources to meet the Government’s need for the

Automated Fingerprint Identification System (AFIS). This research included a review of commercial sources, required sources such as the AbilityOne Program, Federal Supply

Schedule contracts, GWACs, MACs, and other multi-agency instruments. The results confirmed that Grupo Vision is the sole provider and intellectual property owner of the AFIS system, and no other sources are capable of meeting the Government’s technical and operational requirements.

No other sources have expressed interest in this requirement. As a result, it was determined that it is not practicable to solicit offers from additional sources. A synopsis of the proposed procurement was not published because of the rationale outlined within section 5. The justification for a sole-source award under FAR 6.302-1 is based on the unique qualifications and proprietary rights held by Grupo Vision.

SECTION 7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT IS FAIR AND REASONABLE

The Contracting Officer has determined that the anticipated price to the Government for the supplies and services covered by this J&A is fair and reasonable. This determination is based on comparison to substantially similar items, sales of the same item to other purchasers, market prices, historical prices, and an independent government estimate. By signing this justification, the Contracting Officer affirms that the estimated cost of is expected to be fair and reasonable to the Government.

SECTION 8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED (SEE

PART 10) AND THE RESULTS OR A STATEMENT OF THE REASON MARKET

RESEARCH WAS NOT CONDUCTED

Market research was conducted within the past 12 months by the INL-Honduras Program

Office to identify potential sources capable of meeting the Government’s requirement for the

Automated Fingerprint Identification System (AFIS) and the SECURA LIVESCAN System.

The research included a review of commercial sources, required sources such as the AbilityOne

Program, Federal Supply Schedule contracts, GWACs, MACs, and other multi-agency instruments. No other sources were identified that could meet the technical and operational requirements of the Government.

The results of this market research confirmed that Grupo Visión is the sole provider and intellectual property owner of both the AFIS and SECURA LIVESCAN systems. Grupo Visión holds the exclusive rights to these systems, and they are not available for resale through other vendors or distributors. This proprietary status, combined with the lack of alternative sources, supports the decision to limit competition for this acquisition. The market research was compiled by the INL-Honduras Program Office in January 2026, and the findings are documented in the acquisition file.

SECTION 9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL

AND OPEN COMPETITION

Acquiring an alternative system, application, or equipment would significantly hinder current operational capabilities and disrupt established collaboration with regional partners. The

Automated Fingerprint Identification System (AFIS) and SECURA LIVESCAN System provided by Grupo Visión are fully integrated with the existing infrastructure of the Honduran

National Police and are interoperable with systems in El Salvador and Guatemala. Procuring a different solution would require substantial duplication of costs, including new hardware and software acquisition, system integration, data migration, and extensive retraining of personnel.

Due to the interdependence of these systems across regional partners, it is not feasible to accurately estimate the total cost, as it would also require changes to the systems used by partner countries, in addition to the initial set-up and integration expenses incurred during the original implementation.

Furthermore, transitioning to a new provider would result in unacceptable delays, estimated at

12–18 months, due to the time required for procurement, installation, testing, and training. Such a delay would severely impact ongoing law enforcement operations and regional information sharing, undermining efforts to combat transnational organized crime. These timeframes are based on past experience with similar system deployments and consultations with technical experts. Grupo Visión has always been the sole provider and intellectual property owner of the required technology. For these reasons, limiting competition is necessary to maintain operational continuity and fulfill program requirements without incurring prohibitive costs or delays.

SECTION 10. LISTING OF THE SOURCES, IF ANY, THAT EXPRESSED, IN

WRITING, AN INTEREST IN THE ACQUISITION

To date, no other sources have written to express an interest in this acquisition. Market research and outreach efforts confirmed that Grupo Visión is the sole provider and intellectual property owner of the required Automated Fingerprint Identification System (AFIS) and SECURA

LIVESCAN System. No other vendors have demonstrated the capability to meet the

Government’s technical and operational requirements. As a result, no additional sources were considered for this procurement.

SECTION 11. STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE

TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY

SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED

At this time, this is a one-time acquisition to address a specific requirement for the Honduran

National Police, and no future recurring purchases of the same or similar systems are anticipated. The proprietary nature of the Automated Fingerprint Identification System (AFIS) and SECURA LIVESCAN System, as well as the lack of available technical data packages or performance specifications, currently preclude full and open competition. Should future requirements arise, the Government will assess the feasibility of acquiring a validated technical data package or developing performance specifications to support competition. Any future acquisitions will be structured, to the maximum extent practicable, to promote competition and reduce reliance on sole-source procurements.
