About this file

This document is a Sole Source Justification for the award of a contract to the Cherokee County Jail for adult detention services for the Department of the Interior, Bureau of Indian Affairs (BIA), Office of Justice Services (OJS), District II.

The requirement is for adult detention services for a 1-year base period from June 1, 2024 to May 31, 2025, with 4 option years. The estimated contract value is $350,000. The justification cites the authority of the Simplified Procedures for Certain Commercial Items under FAR 13.501(a) due to the urgent need and the unique qualifications of the Cherokee County Jail to provide the required services. The Cherokee County Jail is located in close proximity to the OJS District II Miami Agency and Indian Health Service, and is equipped to house tribal adult offenders under tribal or federal jurisdiction. No other market research was conducted as the Correctional Institution is considered an "Other U.S. Government" entity. The Contracting Officer has determined the anticipated cost to be fair and reasonable.
