About this file
This document is a sole source justification for the purchase of 10 Toyota Land Cruiser Double Cabin pickup trucks by the U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) in Addis Ababa, Ethiopia. The total estimated cost of the acquisition from Toyota Gibraltar is $500,000. The justification cites Toyota's status as an exclusive agent for Toyota vehicles in the region, along with its ability to provide spare parts and accessories and reliability in supporting other organizations. A domestic Ethiopian vendor search was unsuccessful due to lack of foreign currency reserves. The vehicles will allow INL to support humanitarian convoys in northern Ethiopia, a priority for the U.S. Embassy. The contracting office certified the justification and awarded contract number 19GE5022P0194 for an unknown amount to an unknown vendor on September 27, 2022.

SOLE SOURCE JUSTIFICATION FOR SIMPLFIED ACQUISITIONS
FAR Part 13.501(a)(l)(ii)
1. Identification of the agency and the contracting activity:
In accordance with Federal Acquisition Regulation (FAR) 13.501(a)(l) and 41 U.S.C.
1901, the Office of Acquisition Management proposes to award a purchase order based on other than full and open competition to Toyota Gibraltar under the Simplified Procedures for Certain Commercial Products and Commercial Services for the provision of 10 Toyota Land Cruiser 79 Double Cabin Pick-Up trucks on behalf of the Bureau of International Narcotics and Law Enforcement Affairs, (INL), U.S. Embassy Addis Ababa. The total estimated cost including shipping is $500,000.
2. The nature and/or description of the action being approved.
Purchase order for motor vehicles.
3. A description of the supplies or services required to meet the Department's needs.
The requirement is to provide 10 Toyota Toyota Land Cruiser 79 Double Cabin Pick-Up trucks to the Ethiopian/Afar Regional Police at a total estimated cost of $500,000. This will allow the Bureau of International Narcotics and Law enforcement (INL) Addis Ababa to support and assist the passage of humanitarian convoys going to northern Ethiopia, which is an Administration and U.S. Embassy priority.
4. An identification of the statutory authority permitting other than full and open competition:
This acquisition is conducted under the authority of 41 U.S.C. 3304(a)(2) as implemented by FAR 13.5 and substantiated by the following regulatory authority:
FAR 13.501(a)(l): Unusual and Compelling Urgency.
5. A demonstration that the proposed contractor's unique qualifications or the nature of the action require use of the authority cited.
The vendor is an exclusive agent of Toyota vehicles, with the ability to acquire spare parts and accessories, and is also known for its reliability in providing similar vehicles to the
UN, Governmental Organizations and Non-Governmental Organizations worldwide.
Additionally due to lack of hard currency, finding domestic vendors in Ethiopia who had adequate reserves of foreign currency to purchase and ship the number of required vehicles was unsuccessful. Due to rough, mountainous terrain and prevalence of in-country repair options, Toyota is the preferred vehicle for Ethiopia and the Afar Regional police.
