About this file
This is a Justification and Approval for Other Than Full and Open Competition document for an overseas contracting activity submitted by U.S. Embassy Baku.
The Embassy seeks to procure residential alarm systems and components exclusively from DSC (Digital Security Controls) brand under a sole source justification. The procurement request PR15788626 covers new alarms for residences in 2026 and includes nine specific DSC products: a 15 Watt Indoor Dual Tone Wall Mount Siren SS100H; DSC PowerSeries PG9945 PowerG 915MHz Wireless Door/Window Contact; cabinet lock for DSC panels (TRI-CLSH); DSC PowerSeries PG9938 PowerG 915MHz Wireless Panic Key; DSC PowerSeries PG9984P PowerG 915MHz Wireless Dual Tech Motion Detector with Pet Immunity; DSC PowerSeries NEO HS2064NKCP0 Board and Cabinet; DSC PowerSeries PG9939 PowerG 915MHz Wireless 4-Button Key; DSC HS2TCHPN NEO Touch Screen Keypad; and DSC PowerSeries NEO HS2LCDRF9ENGN Full Message LCD Hardwired Keypad with English function keys and Built-in PowerG Transceiver. The justification cites FAR 6.302-1 authority based on unique qualification, noting that the DSC NEO alarm system was previously purchased, tested for compatibility with the existing central alarm monitoring station, and meets the Post's residential security standards and requirements. The solicitation will be publicized on FedBizOpps with a brand name justification, and the procurement will be competed through price quotations from at least three DSC product suppliers. The Contracting Officer determined prices are fair and reasonable, with final pricing to be confirmed after obtaining quotes. Online market research identified six potential vendors. The document is certified by Patrick Bashor, ARSO, and Steven Glick, Contracting Officer, both dated January 21, 2026.
