About this file

This is a Justification of Non-Competitive Procurement memorandum for a FAR Part 12 commercial acquisition under the Simplified Acquisition Threshold. Madigan Army Medical Center (MAMC) is justifying a sole-source procurement for Library Platform services using the SirsiDynix software platform, specifically the EOS.web system. The justification is based on restrictive intellectual property rights and exclusive licensing agreements, as SirsiDynix is the sole proprietor of the software platform and no other vendor is authorized to manufacture, distribute, service, or support the platform.

The contract is structured as a Firm Fixed Price 5-Year IDIQ (Indefinite Delivery/Indefinite Quantity) agreement with a total value of $186,364.73. The annual breakdown is as follows: Base Year $31,830.48, Year 2 $34,345.09, Year 3 $37,058.35, Year 4 $39,985.96, and Year 5 $43,144.85. A Notice of Intent to Sole Source will be issued on July 13, 2026, and closed on July 20, 2026, to allow potential vendors to submit capability statements meeting government minimum requirements. The acquisition is being processed by the Department of Health and Human Services, DHA contracting activity, with Scott A. Barr serving as the Contracting Officer and Jacoby Flemming as the Admin Officer for MAMC.

FAR 12.102(a) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization).

2. As required by FAR 12.102(a), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement (or portion of the requirement to be sole-sourced) is not expected to exceed the simplified acquisition threshold.
