1. Agency and Contracting Activity: (FAR 8.405-6(c)(2)(i), FAR 16.505(b)(2)(ii)(B)(1))
SORDAC-KS
2. Description of Action: (FAR 8.405-6(c)(2)(ii), FAR 16.505(b)(2)(ii)(B)(3)) Modification of an existing Task Order (H92222-11-D-0021-0007) to provide additional support and services and extend all services for 2 additional option years. Funds will be O&M appropriations from the appropriate fiscal year required by the period of performance.
3. Description of Supplies/Services: (FAR 8.405-6(c)(2)(iii), FAR
16.505(b)(2)(ii)(B)(2)) The purpose of this modification is to fund critical geospatial system administrative, and Common Intelligence Picture/Common Operational Picture (CIP/COP) software integration/data management services support to the H92222-11-D-0021-0007 Application Management Support Task Order. The SOCRATES Geospatial CIP/COP is expected to be at IOC at the end of Feb 2014 and these additional services will be required to support the SOCRATES CIP/COP geospatial Enterprise architecture. This is a performance based service which falls under the Application Management Tower.
4. Authority Cited Permitting a Fair Opportunity Exception and Rationale:
(FAR 8.405-6(c)(2)(iv), FAR 16.505(b)(2)(ii)(B)(4))
FAR 16.505(b)(2)(i)(C), “The order must be issued on a sole-source basis in the interest of economy and efficiency as a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order”.
The existing task order provides engineering support for the SOCRATES Program office and J2 for the development of the geospatial data management system. This additional system administration and software integration engineering support for the SOCRATES Geospatial CIP/COP Enterprise Architecture is required to bring the system online. With the launch of this intelligence tool, recompeting this effort at the same time would be very disruptive to the overall program. In order to provide minimal disruption and maximize continuity, the most advantageous method for the Government to provide the

August 2011 2 FOR OFFICIAL USE ONLY – FOE J&A No. KS 14-41 additional support requirements and ensure successful launch is by leveraging the incumbent SITEC contractor for this effort and extending the performance with 2 additional option years.
5. Efforts/Actions to Increase Competition: (FAR 8.405-6(c)(2)(viii), FAR
16.505(b)(2)(ii)(B)(7)) In accordance with FAR 16.505(a)(1) orders under indefinite-delivery contracts do not have to be synopsized. Paragraph 4, above, justifies why competition among all awardees is not possible for this acquisition at this time. All SITEC Application Management contract holders were provided fair opportunity at the time of original award. Consideration was given to adding the necessary support as an interim solution and recompeting the task among the current Application Development Tower contract holders. The incumbent was reluctant to undertake this approach as it would require significant effort, expense and increase the difficulty to recruit and hire qualified individuals for a period of less than a year should the incumbent not by the successful offeror on the recompete. Further, the Government concludes recompeting this task at this time would be disruptive at this stage to the overall program effort and risks the loss of significant knowledge and skills should the incumbent not be awarded the follow on task. This task will be recompeted along with the recompete of the successor acquisition vehicle to the SITEC Application Management Tower in 2016.
6. Market Research: (FAR 8.405-6(c)(2)(vi)) The other 6 contractors under the SITEC Application Management IDIQ Tower are known to be capable of fulfilling this requirement but do not have the incumbent’s knowledge and experience with this specific program as it enters its critical deployment phase.
A review of the Technical Industrial Liaison Office (TILO) and Office of Small Business Programs (OSBP) databases were reviewed and no sources were found that were capable of mobilizing and meeting this requirement in the time required.

No other potential sources indicated an interest in writing.
8. Other Facts Supporting the Justification: (FAR 8.405-6(c)(2)(vii), FAR 16.505(b)(2)(ii)(B)(6))
None.
