About this file

This Justification and Approval (J&A) document is for a 10-month contract extension for the Family of Tactical Helmet Systems (FTHS) through an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Gentex Corporation. The United States Special Operations Command (USSOCOM) is seeking to extend the current contract H9240319D0003 by 10 months, with an unchanged ceiling of $95,000,000, to continue procurement of helmet systems while preparing for a next-generation helmet system prototype and future production contract.

Market research and testing conducted in March 2024 confirmed that Gentex Corporation remains the only vendor capable of meeting USSOCOM's current helmet system requirements, including ballistic and non-ballistic helmet shells, suspension systems, Visual Augmentation System (VAS), and helmet covers. The extension will allow USSOCOM to continue acquiring current helmet systems until at least April 2026, while simultaneously developing a next-generation system through ongoing prototype projects under Other Transaction Authority. A Sources Sought notice was posted on SAM.gov on 18 June 2025, and no alternative vendors demonstrated the ability to meet the specialized requirements.
