About this file

This document is a Federal Acquisition Regulation (FAR) Part 6 Justification and Approval for Other than Full and Open Competition for the Defense Commissary Agency (DeCA). The procurement seeks a one-year subscription to Atlassian Jira Service Management software for enterprise-wide IT service management, covering 500 users from September 26, 2025 to September 25, 2026. The software will support DeCA's IT modernization efforts by providing capabilities in request management, incident management, problem management, change management, asset management, analytics, and knowledge management.

The acquisition is being conducted as an open market brand name procurement due to Jira Service Management being the only solution meeting DeCA's specific requirements. Five potential sources were identified, with four vendors found through the Department of Defense Enterprise Software Initiative (DoD ESI) catalog. Two vendors submitted market responses, but only Atlassian can provide the required cloud-based solution. The procurement is driven by the need to replace the aging BMC Remedy system, which is approaching end-of-life in March 2026 and falling out of compliance with federal cybersecurity standards. The estimated value falls under the standard of $47 million, and DeCA plans to maximize small business participation through set-aside programs in future acquisition strategies.

5. Authority Cited: 10 United States Code §3204(a)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

6. Reason for Authority Cited: The use of a brand name description in this acquisition is essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company. Atlassian, 888 Broadway, 4th floor, New York, NY 10003, is the original manufacturer and developer of Jira Service Management software.

a. Background: The Atlassian set of tools provides an industry standard platform that is used by leading agile software development organizations. Atlassian Jira provides core requirement planning, tracking, and execution platform. DeCA’s procurement of Jira Service Management is essential to boost efficiency and enterprise-wider productivity by eliminating costly redundancies and improving strategic alignment by ensuring technology investments support IT modernization goals and requirements.

Jira Service Management (JSM) has a strong position in the ITSM landscape by focusing on speed, simplicity, and deep integration with development workflows.

Procuring Jira Service Management provides economic and efficiency benefits for DeCA through modernized workflows, increased transparency, consolidated operations, cost savings, and integration with current DeCA IT modernization requirements, which includes service management across DeCA directorates, such as marketing, store operations, and IT program management.

Jira Service Management offers significant economic and cost-reduction benefits, particularly for government agencies burdened by fragmented and expensive legacy ITSM systems. By replacing these outdated platforms, Jira eliminates high maintenance costs and provides a scalable, modern alternative. Its robust automation capabilities reduce manual effort by streamlining repetitive tasks, allowing employees to focus on more strategic, high-value work—ultimately boosting productivity across departments.

Jira enhances resource allocation through real-time visibility into project status and workflows, helping agencies identify inefficiencies and eliminate duplicated efforts.

With a transparent and competitive pricing model, Jira also avoids the hidden costs often associated with legacy solutions, making it a financially sound choice for public sector modernization.

Jira Service Management also drives efficiency and modernization across public sector operations by streamlining both service and project management. It simplifies the handling of IT service requests, incident resolution, and broader program oversight, resulting in faster response times and improved productivity. The platform fosters enhanced collaboration by serving as a unified source of truth, breaking down departmental silos, a vital feature for remote teams and multi-agency initiatives.

The software intuitive self-service portal empowers users to resolve issues independently, reducing the burden on IT and administrative staff. Moreover, Jira’s customizable workflows are tailored to meet the unique regulatory and procedural demands of government agencies, from procurement to permit management. Jira supports agile development practices, enabling secure, scalable delivery of digital services and applications.

b. Alternatives: Jira's Service Management has more agile experience and is significantly more affordable with transparent, published, per-agent pricing and a free tier for small teams. Whereas ServiceNow requires more extensive customization with enterprise-level pricing based on modules and users, requiring direct contact with sales and often resulting in higher overall costs.

Other alternatives considered during market research included ManageEngine ServiceDesk Plus, Freshservice, TOPdesk, SolarWinds Service Desk, and SysAid. These platforms were evaluated for functionality, scalability, cost, and compliance. However, none met DeCA’s combined requirements for enterprise-wide applicability, integration with agile workflows, transparent pricing, and cybersecurity compliance.

c. Impact if not approved: Since adopting BMC Remedy in 2016, DeCA’s IT Field

Services Directorate has relied on legacy ITSM tools that now present significant limitations. With BMC Remedy approaching end-of-life in March 2026 and falling out of compliance with federal and DoD cybersecurity standards, DeCA faces an urgent need for modernization. The current system lacks automation, AI, and analytics, forcing teams to perform repetitive tasks manually and reducing overall efficiency. It also struggles to integrate with hybrid cloud environments and newer applications like ARTS. As DeCA’s IT infrastructure expands, the agency requires a scalable, enterprise-wide ITSM solution that supports cross-directorate collaboration and aligns with modern business needs. The constraints with the utilization of BMC Remedy contribute to an overall need for DeCA to procure Jira Service Management to establish and expand its enterprise-wide ITSM framework and to leverage more robust, modern, and cyber-compliant tools and capabilities.

If Jira Service Management is not procured, DeCA will be forced to continue using its end-of-life (EOL) ITSM ticketing system, BMC Remedy. Using EOL software creates significant cybersecurity, operational, financial, and reputational

To promote competition and broaden vendor participation, the Government will:

issue Sources Sought Notices and Requests for Information (RFIs) to assess emerging capabilities, review industry publications, trade journals, and market intelligence reports, attend industry days, technical symposiums, and vendor outreach events, monitor OEM reseller networks to identify new entrants and expanded distribution channels and encourage OEMs to diversify their authorized reseller base.

Market research will be conducted as needed and for each new requirement to validate the current baseline, assess technological advancements, and determine whether alternate sources or platforms can meet DeCA’s evolving needs.

Although multiple authorized resellers responded competitively to this solicitation, all offered the same brand name product—Atlassian Jira Service Management Cloud. The Government will continue to engage with industry to identify viable alternatives and promote broader competition in future cycles.

This acquisition is not a follow-on action to a previous Limited Sources Justification. Therefore, no prior justification applies under DFARS 208.405-6 or

PGI 208.405-6.

If future competition requires the procurement of technical data packages or integration documentation, the Government will determine and disclose an approximate timeline for their availability. This information will be incorporated into DeCA’s annual market research and acquisition planning processes.

DeCA also reviewed federal contracting trends and identified promising opportunities for small business participation. Market research indicates that small businesses with specialized ITSM expertise, strong regulatory compliance, and the ability to navigate complex solicitations are well-positioned to compete. Programs such as the 8(a) Business Development Program and HUBZone set-asides will be considered in future acquisition strategies to maximize small business engagement where practicable.

9. Market Research: DeCA conducted comprehensive market research starting in December 2024 through August 2025 using a variety of historical data analysis and industry engagement techniques to identify capable sources, understand industry capabilities, and determine the most appropriate acquisition strategy. Research activities were performed within the past 12 months to ensure relevance and included a comprehensive review of the market landscape.

DeCA hosted an industry demonstration on 28 August 2025. This event provided valuable insights into the availability of small businesses, prevailing commercial practices, pricing trends, and potential acquisition risks. These efforts ensured the

10. Other Facts:

Procurement history. Not Applicable. This is a new procurement. No prior contract actions exist for Jira Service Management under DeCA’s enterprise-wide ITSM framework. Reasonable efforts were made to confirm this status through review of internal contract files, FPDS-NG records, and coordination with the Competition Advocate’s office.

DoD ESI applicability: Although Atlassian is a DoD ESI vendor for certain software subscriptions, Jira Service Management Cloud is not covered under the current DoD ESI Blanket Purchase Agreement (BPA). Initial market research and acquisition planning assumed availability under ESI; however, subsequent confirmation from Atlassian and its reseller network clarified that Jira Cloud licensing must be procured via open market channels. This necessitated a shift in acquisition strategy and the use of a brand name justification under FAR 6.302-1(c).
