About this file
This Statement of Work (SOW) details a rental chiller project for Building 556 at Grand Forks Air Force Base in North Dakota. The project requires a contractor to provide a commercial-grade chiller with at least 55 tons of cooling capacity from June 1 to October 1, 2025. Key technical requirements include connecting the rental chiller to the existing facility's chilled water loop and power system, with specific electrical specifications of 480v/3 ph/60 Hz on a 120A circuit breaker. The contractor must place the chiller in a designated location, perform preventative maintenance, coordinate with the government technical representative, and repair any landscaping damages during chiller placement and removal.
The SOW includes detailed instructions for electrical and water connections, specifying existing infrastructure parameters such as a 10℉ temperature drop, 10' max head loss, and a 200 gpm water system flow rate. The contractor must submit chiller rental package information for government confirmation prior to delivery and remove the chiller and associated connections at the end of the rental period. Security requirements are outlined, including obtaining visitor passes and complying with base security regulations. The project is part of a sources sought notice for market research to determine potential contractor capabilities for this specific chiller rental requirement.

The existing cooling system is failing, beyond its useful life, and insufficient for the cooling needs of the new occupants. The primary feature of this effort is the rental of an appropriately sized chiller.
2. PRINCIPAL FEATURES: The work to be performed includes, but is not limited to, the following:
2.1.1. Services
2.1.1.1. Provide a chiller that can provide at least 55 tons of cooling from June 1 until October 1.
2.1.1.1.1. Connect rental chiller to facility chilled water loop and power
2.1.1.1.1.1. Existing chiller power is available at the existing chiller shutoff switch. Use existing penetrations into mechanical room (See 18. Figure 3). Existing power is 480v/3 ph/60 Hz, on a 120A circuit breaker. Electrical connection point is within 50’ of chiller laydown location.
2.1.1.1.1.2. Connection to chilled water loop should be made inside the mechanical room. Use existing penetrations into mechanical room to connect at existing shutoff switch (see 18.
Figures 3 and 4). Existing chilled water loop uses grooved pipe and couplings, and has a 10℉ temperature drop and 10’ max head loss across the chiller. Existing chiller water system flow rate is 200 gpm. Chilled water connection points are within 50’ of chiller laydown location.
2.1.1.1.1.3. Place rental chiller in the location specified on the photos in 18. Figure 1. Avoid damaging landscaping. Contractor shall repair any damages made to landscaping during rental chiller placement and removal.
2.1.1.1.1.4. Perform all required preventative maintenance during rental period. Coordinate visits with government technical representative at least 1 week in advance.

If a hazardous material is suspected, the contractor’s proposal shall include appropriate measures for testing and analysis of the suspect material. The contractor’s proposal shall also include estimated quantities for abatement of the suspected hazardous materials to be utilized upon confirmation by the test reports.
6. GENERAL SECURITY: Security requirements for Air Force facilities under control of Grand Forks Air Force Base are specific and rigidly enforced. Levels of security include Restricted and Controlled areas. Differing degrees of security are enforced at each area. Minimum security requirements, common not only to each of these secure areas, are also required for entry onto Grand Forks AFB. These minimum requirements are outlined below.
