Architect-Engineer (A-E) Statement of Work
Design Charrette for
JFSD202021CR
CCR FOR REPAIR/OPTIMIZE BASE SEWAGE TREATMENT AND DISPOSAL
1. Scope of Work: The Architect-Engineer (A-E) shall perform field reconnaissance, studies, site investigations, and a preliminary design meeting with the users, including travel and work required to obtain engineering information and design data to produce a charrette study for this project. The Base Civil Engineering Project
Manager will assist in scheduling design meetings.
1.1. Background: The lagoons currently are unable to function as originally designed.
A. Lagoon capacity:
i. Primary: Approx. 76.9 Acres
ii. North Secondary: Approx. 26.2 Acres
iii. South Secondary: Approx. 34.7 Acres
iv. Tertiary: Approx. 36.7 Acres
B. There is vegetation, primarily cattails, growing in the south secondary and tertiary ponds that is causing damage and limiting the effectiveness of the lagoons’ function (see attached Lagoon
Vegetation Analysis Study and GFAFB Utility Map.
C. Air Force policies governing the current contaminant (PFOS/PFOA) situation prohibit the base from discharging out of the lagoon system.
1.2. There will be a two-step process to determine what solution will be implemented by the GFAFB.
A. First, provide high level analysis with minimal design (1% - 2%) and cost estimates in the Class
5 range (-30% to +50%) of the planning alternatives. See attached Simplified Analysis of
Alternative (SAoA) Template that will be required as part of design charrette report. Example alternatives could include the following:
i. Use existing lagoons
a. Remediate by adding additional effluent flow/removing vegetation.
b. Close a single or combination of existing lagoons and if base were to subsequently grow analysis how detrimental and costly it may be to bring lagoon(s) back online.
ii. Close and remediate lagoons if necessary and connect to City of Grand Forks sanitary sewer treatment plant, including all necessary lift-stations.
iii. Construct a new sanitary sewer treatment plant for the GFAFB.
B. Secondly, provide three course of actions for the planning alternative selected by GFAFB with
10% - 40% design accuracy in the Class 3 estimate range (-15% to +20%).
1.3. In addition to the evaluation of the planning alternatives, provide the following work:
A. In-depth site investigation of the current pond conditions.
B. Sludge depth and sample analysis.
1.4. Past remediation efforts include Rodeo Aquatic Herbicide sprayed in the summer of 2018.
2. Field Measurements: The A-E shall survey the project site, making field investigations to verify dimensions and other information shown on government as-built drawings furnished upon request.
3. Submittals: Upon completion of the work in accordance with federal, state, and local statutes and regulations, and after the required information and other design data has been obtained, the A-E shall submit the following documents for record purposes and for the use in potential follow-on full services:
3.1. Site investigation report including descriptions of existing conditions of work area augmented with photographs. Document these photographs in the Charrette report template attached, and provide electronic copies of photographs.
3.2. Proposed site plan options/diagrams as required by scope of work described above.
3.3. List of code deficiencies and recommendations including potential cost ramifications to design and construction.
3.4. A-E recommendations including potential ramifications to design fee and construction cost.
3.5. Preliminary cost estimates.
3.6. Recommended construction period including material lead time. Provide duration of long lead items.
3.7. List of security, antiterrorism, and force protection upgrades required by Unified Facilities Criteria
(UFC), Air Force Instruction (AFI), and Engineer Technical Letter (ETL) including potential cost ramifications to design and construction.
3.8. If scope of project or design solution requires compliance, provide results of watershed hydrology evaluation per EISA Section 438.
3.9. List of unresolved items and answers needed from the government.
3.10. Submit design calculations where applicable.
3.11. Complete Form 813, Request for Environmental Impact Analysis for each one of the options listed in
Section 1.2 above.
3.12. Comply with Work Standard Requirements for A&E Title 1 Services, see attachment.
4. 319 CES shall receive original copies of all transmittal letters from the A-E design consultant. The number of copies to be mailed directly to Grand Forks AFB via overnight service by the A-E is as follows:
Agency Charrette Report
319 CES/CENM 1 bound hard copy of reports and design analysis (DA) and
525 Tuskegee Airmen Blvd 1 electronic on CD/DVD
Grand Forks AFB, ND 58205-6434
4.1. Electronic drawings shall be submitted in AutoCAD and Adobe .pdf format while specifications, reports, and other data shall be submitted in the appropriate Microsoft Office format and in Adobe .pdf.
5. Schedule:
5.1. A pre-design conference will be held prior to the A-E fee proposal due date.
5.2. A meeting shall be held prior to completion of site investigation to verify requirements and obtain other information.
5.3. The A-E shall complete the site investigation and submit data to arrive within 35 calendar days after the receipt date of Notice to Proceed with Design Charrette services. A design review will be performed by the Air Force at this time. The Air Force requires at least 14 calendar days to review the submittal and to schedule a design review meeting.
