About this file

This document is a Memorandum for Record from the National Guard Bureau dated 7 June 2024, addressing an upgrade for the NINJA Counter-Small Unmanned Aircraft Systems (C-sUAS) program. The memorandum indicates that an updated Radio Frequency Front End (RFFE) is required for the NINJA system due to supply chain issues and reduced engagement capabilities with the legacy model. Black River Systems is identified as the sole manufacturer of this device for the NINJA system. The National Guard Bureau's A4S division has identified the RFFE shortfall and has allocated funding to respective Wings specifically for procuring the new RFFE device. The document notes that while NINJA is the USAF and Air National Guard's program of record for C-sUAS capability, procurement memos have not defined a universal solution due to varying mission sets and threat environments, with Major Commands (MAJCOMs) given autonomy in equipment selection.

MEMORANDUM FOR RECORD

FROM: LT COL DERRICK BURKS

SUBJECT: Black River Systems RFFE Upgrade

1. NINJA is currently the USAF and ANG Program of record for C-sUAS capability.

Procurement memos have not defined a single “one fits all” solution for C-sUAS capability due to the various mission sets and variety or threats. Autonomy for MAJCOMs was allowed in vetting which equipment worked for which mission. HAF and NINJA concurred that NINJA was the best for domestic C-sUAS operations in the protection of airbases.

2. An updated RFFE (Radio Frequency Front End) is required for the NINJA system with the legacy RFFE model being outdated due to supply chain issues (which affects our warranty/maintenance contract) and reduced engagement capability compared to the new model. Black River Systems is the only company that manufactures this device for the NINJA system.

3. NGB/A4S identified the RFFE shortfall and has funded the replacement equipment by sending funds to the respective Wings specifically for procurement of this RFFE device. If you have any further questions, please contact me at derrick.burks.3@us.af.mil.
