This is a procurement specification document for the Solano County Probation Department related to the installation of a body scanner system at the Juvenile Detention Facility in Fairfield, California. The County is soliciting bids for the procurement and installation of one ES3 Millimeter Wave Body Scanner or equivalent unit to be positioned in the front lobby of the facility. The selected vendor will be responsible for delivery, installation, testing, and initial staff training on equipment operation. Proposals must be submitted via the OpenGov Solano County Portal by January 16, 2026, at 5:00 pm, with a vendor question submission deadline of December 12, 2025, and vendor responses due December 17, 2025. The contractor selection date is February 6, 2026, with a desired contract start date of March 2, 2026. Equipment delivery is required within 90 days of contract execution. A front parking lot is available for equipment delivery and staging during normal business hours, though no equipment may be stored outside overnight.

The County intends to award a purchase order contract not to exceed $140,000 to the highest-rated responsive proposer based on weighted evaluation criteria including General Qualifications and Experience (20 points), Scope of Work (20 points), Implementation Plan (10 points), Reliability and Support (15 points), Privacy and Data Security (10 points), Detection and Operational Efficiency (15 points), and Budget/Cost (10 points). Proposers must submit a complete vendor application, three government agency references from similar-sized organizations, and audited financial statements or acceptable alternatives demonstrating financial strength. The contract requires a minimum three-year maintenance obligation post-installation and compliance with federal and state certifications including drug-free workplace, debarment status, non-collusion, and equal employment opportunity requirements. Vendors must maintain Errors and Omissions and Professional Malpractice insurance with minimum coverage of $1,000,000 combined single limit. Funding is contingent upon State budget approval and receipt of federal funds, with the contract allowing potential extension up to 90 days beyond the termination date at the County's discretion.
