About this file

This document is an approval letter from the Illinois Department of Central Management Services State Use Program to the Illinois Department of Human Services (DHS) authorizing DHS to contract with Jewish Child and Family Services (JCFS) for janitorial services at the Madden Mental Health Center Administration Building without advertising or calling for bids. The contract will be for a three-year term from 07/01/2024 to 06/30/2027 with no renewal option, totaling $621,000.00. The contract will provide employment and job training for 6 persons with disabilities.

The letter confirms the State Use Committee's determination that the price submitted by JCFS is fair and reasonable. DHS is required to post the contract award notice on the BidBuy procurement portal, if the contract value exceeds the small purchase threshold. The letter clarifies that the Committee's authorization is not a substitute for other required approvals prior to contract execution, and DHS must coordinate with the Agency Purchasing Officer and State Purchasing Officer to ensure all necessary approvals are obtained.

Re: Three times per week janitorial services janitorial services at Madden MHC: Administration Building approximately 96,873 square feet I Jewish Child and Family Services

Dear Dainelle Powell:

Per your request, the above contract between OHS and Jewish Child and Family Services was presented to the State Use Committee for an authorization vote.

The Committee voted to authorize your agency to contract with Jewish Child and Family Services without advertising or calling for bids, effective 07/01/2024 and ending 06/30/2027 with No renewal option, in the total amount of $621,000.00. The contract will provide 6 persons with disabilities employment and job training.

In order to increase the overall transparency of the State Use Program and procurement in general, State Agencies under the jurisdiction of the CPO-GS are now required to post notice of each State Use contract on BidBuy. CPO notice 2014.09 outlines the CPO-GS's process for approval of the State Use Contract.

Please work with your CPO to post the award notice on BidBuy, if over the small purchase threshold.

This letter serves as your notice that the Committee has reviewed the Agency's price for the proposed agreement in accordance with 30 ILCS 500/45-35 and determined the price submitted is fair and reasonable. The Committee's authorization is not an authorization for the selected vendor to begin providing supplies or services in the absence of a contract that has been reduced to writing and signed by all necessary parties, nor may it serve as a substitute for other required Chief Procurement Office or internal Agency approvals. Please coordinate with your Agency Purchasing Officer and State Purchasing Officer to ensure your procurement has obtained all required approvals prior to contract execution.

Upon completion of an executed contract, signed by both parties, please forward a copy to this office for our files.

If the above information is incorrect, or if you have questions, please contact the program at CMS.BOSS.StateUse@illinois.gov. Thank you for your continued participation in the State Use Program.

Sincerely, Ly Ron Wilson, Deputy Director State Use Program
