1.3 DEFINITIONS

1.3.1 65% Design Documents

This submittal is intended to insure that funding limitations are not being exceeded and that the drawings, design analysis, and specifications are proceeding in a timely manner and that the design criteria are being correctly interpreted. The Interim (65%) Design submittal shall be representative of a 65% complete design from the A-E and shall meet the design expectations per 01 33 16.00 10 DESIGN DATA (DESIGN AFTER AWARD).

The 65% Design shall consist of at a minimum:

a. 65% Design Drawings with a 95% complete sheet index list (even if sheets are place holders, they shall be listed and marked as such), Combined PDF

b. 65% Design Drawings, CAD files in conformance with section

01 35 13.20 00 SPECIAL PROJECT PROCEDURES-CAD

c. 65% Design Specifications, using SpecsIntact, Combined PDF Note: Specifications shall have tailoring options chosen and non-applicable text red-lined, with revision history shown. Only minor tailoring decisions that require further Government coordination shall remain. Combined PDF shall be generated/published with a Table of Contents at the beginning of the specification package and include bookmarks with section numbers. Electronic version shall be published in color. Reference Appendix G.

d. 65% Design Analysis & Calculations Note: Design Analysis shall be updated to include full design calculations. Design Analysis shall also include any required investigative reports needed for design

The following items must be submitted with the 65% submittal if not already submitted: Design Quality Control Plan, Design and Code Checklist, Contractor Laydown, Traffic Count Report, Geotechnical Report, Topographical Survey, Paving Plan, SWPPP, and Haul Road Plan. It is highly encouraged to submit these items before the 65% submittal.

1.3.2 95% Design Documents

This submittal represents a 100% complete design with the exception of the incorporation of any review comments resulting from the review of the submittal. Government review comments from the 65% Design shall meet the design expectations per 01 33 16.00 10 DESIGN DATA (DESIGN AFTER AWARD).

The 95% Design shall consist of at a minimum:

a. Annotated 65% review comments, must show original comment and response/action

b. 95% Design Drawings, Combined PDF

c. 95% Design Drawings, CAD files in conformance with section

01 35 13.20 00 SPECIAL PROJECT PROCEDURES-CAD

1.3.3 100% Design Documents

This submittal represents a complete design (design analysis, specifications, and drawings). Government review comments from the 95% Design shall be fully incorporated into this submittal. This submittal shall meet the design expectations per 01 33 16.00 10 DESIGN DATA (DESIGN

AFTER AWARD).

`The 100% Design shall consist of at a minimum:

a. Annotated 95% review comments; must show original comment and response/action

b. 100% Design Drawings, Combined PDF

c. 100% Design Drawings, CAD files in conformance with section

The following items must be submitted with the 100% submittal if not already submitted yet: Accident Prevention Plan, Contractor Quality Control Plan, Construction Site Plan, all pre-construction Environmental submittals, Integrated Solid Waste Management Plan, and any other outstanding pre-construction submittals. It is highly encouraged to submit these items before the 100% submittal.

1.3.4 Issued-for-Construction (IFC) Package

This submittal is to provide the Government with stamped/signed/sealed submittals of the 100% Design Package after it has been confirmed that the 95% review comments were properly addressed. 100% Design is tamped/signed/sealed by the DOR. No unauthorized changes shall be made between the 100% Design submittal and the IFC Package submittal.

The IFC Package shall consist of at a minimum:

a. IFC Drawings, Combined PDF

b. IFC Drawings, CAD files in conformance with section 01 35 13.20 00

The following submittals must be submitted with the IFC submittal if not already submitted yet: Environmental Permit, TCEQ Permit, Dig Permit, and any other applicable permits. It is highly encouraged to submit these items before the IFC submittal.

1.4 WORK COVERED BY CONTRACT DOCUMENTS

1.4.1 Project Description

This is a Design-Build Project that will have a 65- 95-100% design review with government approvals . This project begins at the intersection of William Hardee and Garden Ave approximately 2,370 Linear feet to the project end at the intersection of Scott Rd and William Hardee Road. View attachment (Appendix A).

The work includes a complete full-depth reconstruction of the William Hardee road. One s Sidewalk ,Curb & Gutter , inlet drain s , and reconstruction of three compliant ADA Standard ramp s for accessible design and adding required paints according to ADA Standards for Accessible Design. This project does not include work on the sidewalks.

The contractor shall design the construction of the road in three phases to allow two entrances/ exit exits and entrances road way open ings to the housing section at William Hardee Rd during the construction phases. The contractor shall start the repair with Phase one of the project according to ( ( Appendix A page 1 ) ) .

i. The contactor shall assume/account for the following:

a. For estimation/bid purposes only , the contractor shall assume/account for the following layers and depths for the proposed roadway:

Roadway cross-section Shall have the following layers and depths and Change Shall be made following the Geo tech report recommendation for an equal structural design analysis:

1. Asphalt concrete Surface course TXDOT 340 Type "D" = 1.5 in

2. Asphalt concrete Base course TXDOT 340 Type "B" = 3 in

3. Aggregate Base Course = 9 in

4. Lime stabilizer Subgrade = 8 in

5. Subgrade to be reworked to 95% compaction = 10 in

6. i I nclude s a surface Tack Coat, and Prime Coat

For estimation/bid purposes only , the contractor shall assume/account for using PG 70-22 for the asphalt binder.

b. Contractor shall provide a pavement design with supporting documents

SECTION 01 11 00 Page 7 such as (but not limited to) the geotech report, traffic count report, and design calculations. Pavement design must be done by a Licensed Engineer with pavement design experience. Pavement Design must meet standards of UFC 3-250-01 Pavement Design For Roads and Parking Areas.

The Traffic Count Report must be in accordance with UFC 3-201-01 and must be conducted a minimum of 3 consecutive days, to be used for pavement design efforts.

bc. The contractor shall Proofrolle the Subgrade. Lime treatment methods are used for sub-grade stabilization . .

cd. The contractor to include fixing one sidewalk Gutter drain, reconstruction of three Compliant ADA Standard ramps for accessible design, pedestrian crossing signposts, and adding required paints according to ADA Standards for Accessible Design.The three ADA ramp location facing north are in the Right corner of intersection of Garden Ave and William Hardee Rd, left corner of intersection of Forage Ave and William Hardee Rd, and left corner intersection of patch Rd and William Hardee Rd (Appendix A) shall reconstruct thirteen

(13) compliant ADA standard ramps for accessible design. The 13 ADA ramp locations are specified in (Appendix A) .

e. Contractor to reconstruct all the curb and gutters along the roadway reconstruction, approximately 4,740 liner feet.

f. Contractor shall replace all of the sidewalk connected to the curb and replace it with a new sidewalk and curb. The Sidewalk section by the bus station connected to the curb are not to be replaced. The distance of the sidewalk required is approximately 1,838 liner feet.

g. Contractor shall replace two (2) storm water inlets.

h. Contractor shall include a six (6) feet fence between the sidewalk and the housing neighborhood during each phase of construction.

de. Install six pedestrian sign posts crossing ( W 11-2 ) at the appropriate distance crossing point required location s with required striping paint according to ADA Standards for Accessible Design (Appendix A page 2). .

j f . At minimum, the section for the road pavement cross slope shall be 2 be not less than 1 percent crowned pavement. The preferred cross slope is 2%.

vi kg. Use Type B & D asphalt for roadway (Type D for Surface layer & Type B for Binder Course layer ), and use Type E asphalt for temporary sidewalk. ).

l. The existing pavement section has 3 inches of asphalt and 4 inches of aggregate base.

The Contractor is responsible for the following:

a. Provide Design Documents and Reports that meet the applicable

SECTION 01 11 00 Page 8 requirements of the Design Data (Design After Award) Section 01 33 16.00 10 .

1. Surface drain all roadway Stormwater run-off into the existing Stormwater inlet if possible. If not, then the Design Engineer shall provide a viable and economical drainage solution.

b. The contractor is responsible and liable to comply with all of JBSA-FSH Environmental Protection Section 01 57 20 .

c. Maintaining and improving drainage from the roadway into existing inlets and drainage structures , and drainage pathways re-establish earthen swales that drain water from the roadway . . The existing drainage pattern should be determined from the Contractor's survey.

1. Publicly available Lidar data may be used for the purposes for determining Stormwater flow onto the roadway from off-site areas.

d. Protecting and maintaining existing infrastructure that may be impacted by construction activities.

e. Contractor shall ensure curb height from the roadway surface will not be less than 6" post-construction. the contractor Shall submit and include the curve height in the cross-section of the engineering drawing.

f. For asphalt testing contractor to refer to UFGSSection 32 12 16.16

ROAD-MIX ASPHALT PAVING

g. Contractor shall coordinate with the Project Manager (PM) to have a Charrette Meeting with Security Forces, and other applicable parties, no later than 14 calendar days after the notice to proceed for design has been issued .

h. The contractor shall provide a Traffic Control Plan for the construction phases to be approved by 802 CES.

i. Obtaining the required permits with Texas Commission on Environmental Quality(TCEQ) and any other regulatory agents with jurisdiction.

j. Construction efforts will only be allowed to begin upon:

1. Pre-construction meeting has happened with the appropriate parties.

2. Pre-construction Submittals and Final Design have been approved by the 802 CE Squadron and Contracting Officer.

3. Traffic Control Plan is advertised by Public Affairs (PA).

4. Obtained Dig Permit.

k. The contractor shall field verify all required dimensions and information to produce documents. The contractor shall develop accurate electronic plans in AutoCAD drawing format.

Note: The Contractor is responsible for providing all Pre-Construction Submittals promptly during the Design Phase, considering each submittal has a 10 Working Day Review (unless specified differently).

1.4.1.1 Geotechnical Report

a. Describe in the report the regional geology, topography, and any other physiographic information that will aid and may influence the design.

b. Be sure to include (but not limited to) boring logs and locations, existing pavement depths (asphalt surface, base, and subgrade), recommendations for subgrade stabilization, and soil test for sulfates.

c. Soils investigation (sampling, testing, and evaluation) must be in accordance with UFC 3-220-01, UFC 3-250-01, and UFC 3-260-02.

d. Report must meet the applicable requirements of the Design Data (Design After Award) Section 01 33 16.00 10 .

e. If Geotechnical work will affect traffic flow, then a Traffic Control Plan must be submitted for Geotechnical work. If the impacts are minor, then review time will take 15 working days.

1.4.1.2 Paving Plan

a. Paving plan should include (at a minimum): Thickness, Type, Location, Location of Section Cuts, Stationing, and Dimensions.

1.4.1.3 Stormwater Pollution Prevention Protection Plan .

a. Develop and submit a Stormwater Pollution Protection Plan (SWPPP). In accordance with 01 57 20 ENVIRONMENTAL PROTECTION

b. Storm Water Pollution Protection Plan (SWPPP) must be included incorporated in to the 95 % of the engineering design drawing s.

1.4.1.4 Full Depth Replacement

a. Contractor shall properly remove and dispose of lead based pavement markings and other debris before removing full-depth section.

Contractor to abate yellow pavement markings staring at the checkpoint (mentioned in the Environmental Report), and continue abatement efforts going east until the end of construction limits at the property line lead based yellow pavement markings .

b. The contractor shall remove the roadway layers down to the Subgrade stabilize Subgrade and rebuild sections for full-depth replacement.

c. Rebuilt roadway as specified by the Design Engineer.

d. When located within 4 inches of curbs, water valves, storm drain inlets, etc.,the Contractor must use appropriate methods that will not cause damage to existing infrastructure.

1.4.1.5 Removal of Material

a. The Contractor shall not stockpile milled or excavated material on JBSA. The Contractor shall follow material disposal protocol per

01 57 20 ENVIRONMENTAL PROTECTION.

1.4.1.6 Traffic Control Plan

a. Provide a professionally developed Traffic Control Plan(TCP). The TCP shall be drawn by a Traffic Engineer or a Civil Engineer with a minimum of 5 years of TCP experience. TCP shall incorporate the phasing plan so the neighborhood can have access points at all times.

b. The Contractor shall provide all temporary traffic signs and barricades necessary to reroute vehicle and pedestrian traffic. All driveway closures shall be coordinated with the 802 CE Squadron and the Contracting Officer.

c. Proper signage and flagger personnel(when required) must be provided.

d. Contractor must provide at least 2 digital signs to advertise roadway work at least 30 days before construction starts.

1.4.2 Pavement Markings

a. Contractor shall replace all pavement markings to match the roadway prior to construction, including any missing or worn-away striping.

Longitudinal Pavement striping shall be truck applied, but crosswalk striping, arrows, and words may be applied using a striping machine.

Contractor must use lead free roadway markings, and replace reflectors with new. Contractor to establish marking required according to ADA Standards for Accessible Design.

b. The contractor is required to remove the white marking on some of the sidewalk crossing by a coat of black asphalt sealer.

c. After proper curing of the pavement, the Contractor shall install all pavement markers and open roads for use as soon as possible.

1.4.3 Appendices

1.4.4 Location

The work is located at William Hardee road and begins at the intersection of Scott Rd and William Hardee and goes east to the project end at the intersection of William Hardee and Garden Ave.

1.4.5 Noteworthy Submittals

The following submittals do not represent all required submittals.

Contractor shall refer to submittal register developed during design and submittals required by submittal register provided by the Government.

Before construction, the Contractor shall submit the following items:

Qualifications of General Contractor to include but not limited to

(a) Proof of minimum 5 years of experience working relevant Federal, State, or local government projects.

(b) Provide past 5 years of related project experience.

Qualifications of Engineer of Record to include but not limited to

(a) Proof of active professional licensure in the State of Texas.

Contractor Laydown Area Request Request shall be submitted as early as possible. Approval process will take one to three months to complete.

1.2 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for Contractor QC approval.

1.3 SPECIAL SCHEDULING REQUIREMENTS

All medical and mission critical areas will remain in operation during the entire construction period. The contractor shall conduct his operations so as to cause the least possible interference with normal operations of the activity.

Permission to interrupt any Activity roads, railroads, and/or utility service must be requested in writing a minimum of 30 calendar days prior to the desired date of interruption.

1.4 CONTRACTOR ACCESS AND USE OF PREMISES

1.4.1 Activity Regulations

Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Ensure that Contractor personnel on the Activity become familiar with and obey Activity regulations, including safety, fire, traffic, and security. Keep within the limits of the work and avenues of ingress and egress. Wear hard hats in designated areas. Do not enter restricted areas unless required to do so and cleared for such entry. 1.4.1.1 Subcontractors and Personnel Contacts

Provide a list of contract personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency, As changes occur and additional information becomes available, correct and change the information contained in previous lists.

1.4.1.2 Installation Access

Non DOD persons (Contractors, vendors, etc) requiring entry to JBSA installation Fort Sam Houston shall be sponsored by an authorized DBIDS registered DOD ID card holder.

Sponsors must notify the Security Forces Visitor Control Center for the installation that access is required no later than 10 days prior to the requested entry date. Sponsors or Authorizing Official must request the permit in writing or via email from a .mil address to the Visitor Control Center. An Application for the Installation Access Credential form will be submitted by the Sponsor or Official to the Pass and Registration Office.

Contractor and vendor companies requiring access to JBSA shall provide the credential information for their employees to the sponsor in order to process the access.

All construction contractor employees shall have:

a. One form of picture identification

b. Provide personal (full name, date of birth, ID type, ID number, and state or country) and vehicle information.

The following is also required for passes 60 days or longer:

a. A memo from the construction company on company letterhead stating the reason for entry, contract number, project start and end date, and the location at JBSA of where the jobsite is located.

1.4.1.3 JBSA Fort Sam Houston/Camp Bullis Access

Person(s) not in possession of a valid access credential must enter the installation through the following entry control points:

a. Walter Street

b. Harry Wurzbach East

c. SAMMC IH35

d. Jadwin (Commercial vehicles only)

e. Camp Bullis

Commercial vehicles such as delivery vehicles, shop trucks, public utility, etc., with on-post visitor passes shall enter the installation through the Jadwin Gate.

1.4.1.3.1 Prohibited Haul Routes

a. Through any housing area (skirting the area is acceptable)

b. Through the Community Center (bounded to the North by Schofield Road, to the East by Schaffer/Patch, to the South by Wilson St, and to the West by Stanley Road.

c. Do not travel on Stanley Road

d. Travel only on defined roads through the AMEDD Training Campus.

1.4.1.3.2 Gate Restrictions

All commercial Class A/B type vehicles must enter through:

a. The Commercial Gate at Jadwin Road (if closed, after 1800, vehicles may enter through the Walters gate).

b. For SAMMC, all commercial vehicles must enter the IH-35 Gate Commercial Gate. Commercial vehicles entering the IH-35 gate should have a destination within the SAMMC Campus.

c. Arrangements may be made to waive access protocol to allow Class A/B type vehicles through other gates for special circumstances on a case by case basis. Each case needs a minimum 24 hour notification to the Physical Security Branch, the Contractor name, and number of waivers required.

1.4.1.4 Government Housing Areas

a. Haul routes to and from constructions sites cannot go through the housing, residential areas.

b. When working inside a housing area, working hours are limited to 0800 (8 am) to 1600 (4 pm) unless otherwise approved by the Contracting Officer.

1.4.1.5 No Smoking Policy

Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines.

1.4.2 Emergency Response Requirement

Contractors reporting an emergency should provide the 9-1-1 dispatcher with the following information:

a. Building number, address or general location

b. Name

c. Phone number

d. Emergency information (cause of fire, explosion, natural gas leak, injuries, etc.)

e. Please, do not hang up the phone until directed by the 9-1-1 dispatcher.

IMPORTANT: If calling 9-1-1 from a mobile phone on any JBSA location you will be directed to the local 9-1-1 dispatcher. Advise the local dispatcher of your JBSA location. Immediately, the local dispatcher will transfer the 9-1-1 phone call to a JBSA emergency dispatcher.

1.4.3 Radioactive Materials and Equipment (Use and Storage)

a. Non-Air Force agencies, including contractors, who intend to use, or store, radiation sources on Joint Base San Antonio, Fort Sam Houston and Camp Bullis must obtain proper authorization in accordance with

SECTION 01 14 00 Page 5 the above references AFI 40-201 and AFI 48-148 . Non-Air Force agencies will only use radiation sources on referenced locations without an approved Department of the Air Force Radiation Permit. Such equipment typically includes equipment for Soil Density Testing, Lead-Based Paint Analysis (X-Ray fluorescent analyzer), etc.

b. Non-Army agencies (including civilian contractors) require an Air Force Radiation Permit(s)(AFRP) to use or possess ionizing radiation sources on an Air Force installation. For this paragraph, ionizing radiation source means any source that, if held or owned by an Air Force organization, would require a specific NRC license or Air Force radiation authorization - ARA.

c. The non-Air Force applicant will apply by letter with supporting documentation through the Installation Radiation Safety Officer (RSO).

Submit the letter so that the installation representative receives the application at least thirty (30) days before the requested start date of the permit.

d. The Air Force radiation permit (AFRP) application will specify start and stop dates for the AFRP and describe for what purposes the applicant needs the AFRP. See the document in Appendix A for AFRP requirements and instructions to apply for a permit. The following information shall be submitted to the RSO for the AFRP request.

1) Brief Description of Proposed Activities

2) The applicant possesses a valid U.S. Nuclear Regulatory Commission (NRC) Form 347 material license that allows the applicant to use the source as specified in the AFRP application.

3) The applicant possesses a valid Agreement State or Radioactive Material License (Texas Department of Health, Bureau of Radiation Control)the license that allows the applicant to use radioactive material (RAM) as specified in the AFRP application and the applicant has filed NRC Form 241, Report of Proposed Activities in Non-Agreement States, with the NRC in accordance with 10 CFR

150.20. A copy of the NRC Rom 241, must accompany the TRC Form 12-1. An AFRP issued under this circumstance will be valid for no more than 180 days in any calendar year.

4) Project Local Point ocf Contact: Name, Address, and Phone.

5) Company Radiation Safety Officer: Name, Address, and Phone.

6) Copy of Contractual Clause of the Air Force/Army Contract describing work to be performed and inclusive dates (from the contract)

7) Provide log of actual equipment usage to the JBSA-FSH RSO.

8) Leak test documentation for the equipment with the radioactive source(s).

9) Site map defining area where radioactive materials/equipment is to be used.

10) Radiation Safety Program to include standard operating procedures (SOP), training program and designation of Radiation

Protection/Safety Officer.

11) Written confirmation that the JBSA-FSH RSO can conduct periodic assessments and has the authority to suspend contractor operations believed to be unsafe.

12) For naturally occurring or accelerator produce radioactive material (NORM/NARM) and machine-produced ionizing radiation sources, the applicant has an appropriate State authorization that allows the applicant to use the source as specified in the AFRP application or has in place a radiation safety program that complies with Air Force requirements.

e. All AFRPs will require applicants to remove all permitted sources from Air Force property by the end of the work day. (Ft. Sam Houston policy, no radiation producing equipment will be stored on Ft. Sam Houston and Camp Bullis property overnight).

f. Disposal of radioactive material (RAM) by non-Air Force agencies on Air Force property is strictly prohibited. 3.2.3 Review, Approval/Disapproval. Review of the permit request and subsequent approval/disapproval requires approximately 30 days.

g. Submission of Application. Submit three copies of the application with the required supporting documentation to 502nd Air Base Wing Safety Office, Safety Point of Contact:

1.4.4 Working Hours [REV1]

The standard duty hours for JBSA are from 7:30 am to 4:30 pm, Monday through Friday excluding holidays [REV1] . The lunch period for contractors requiring escorts is from 11:30 am to 1:30 pm [REV1] . For work other than standard hours the contractor must submit a written request for approval not less than 10 workdays to the contracting officer [REV1] .

1.4.5 Work Outside Regular Hours

Work outside regular working hours requires Contracting Officer approval.

Make application 14 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours.

1.4.6 Permits and Requests

All permit requests must include at minimum the following:

a. Site Map (8" x 11" or 8" x 14") 5 complete copies

b. 100% Construction Drawings (11" x 17") 5 complete copies. A full conconstuction set is not required, only provide sheets that show impacted area and any other relevant information.

1.4.6.1 Digging Permits / Utility Locate

a. Digging permits must be obtained prior to prior to any digging, drilling or any excavation work.

b. Digging permit /utility locates are available by submitting the completed US Air Force Form 103 located in Appendix A to the 802D CES Construction Manager.

c. The contractor is to allow 14 calendar days for Government review of digging permit requests. A digging permit for a specified area of excavation expires 30 days after the issue date; the contractor shall re-apply for a new permit to perform excavation in the area if the excavation was not started after 30 days.

d. Permits will identify all underground utilities within 5 feet of the designated area. Contractor shall be responsible for all repairs, costs, and damages due to excavating without permit or damaging an identified utility.

1.4.6.2 Utility Outage Permit

a. The contractor shall complete and submit a written request 14 days in advance of the requested utility outage to CES Utility Manager through the 802D CES Construction Manager. The request shall include the utility service to be affected, proposed date, proposed time, and outage duration. Form 103 included in Appendix A can also be used for the request.

b. The contractor shall be responsible to coordinate with CPS Energy about any energy or gas outage request. This coordination is separate than the government coordination.

c. Provide CES Construction Manager a copy of the written Utility Outage request.

d. After submitting the request to the government, the contractor shall received approval from the government prior to schedule a utility outage.

1.4.6.3 Hot Work Permits

Under no circumstances shall hot work operations start without a hot work permit.

All welding and cutting operations shall be performed in accordance with National Fire Protection Association NFPA Standard 5lB Fire Prevention during Welding, Cutting, and Other Hot Work. Contact the site specific JBSA fire department to request an AF Form 592 USAF Welding, Cutting and Brazing Permit. Ensure a copy of the AF Form 592 is located on site. Phone numbers are:

Permits expire in 30 days. If work will extend beyond 30 day period the contractor shall contact JBSA Fire and Emergency Services to re-issue a new permit.

1.4.6.4 Road Closure Approval Requests

a. Road closings will not be permitted without approval. To get approval for a proposed road closure contractor shall submit a traffic control plan to the 802D CES Project Manager prior to anticipated need for closure

b. The Contractor traffic control plan will include each section of road that will be worked on or impacted as a result of this contract. The traffic control plan shall be in accordance with "Traffic Controls for Street and Highway Construction and Maintenance Operations" of the latest edition of the "Texas Manual on Uniform Traffic Control Devices."

c. Contractor will provide traffic control signs and barricades for all street widening and extensions.

d. The contractor shall submit TCP no later that 30 calendar days after first the Design Notice to Proceed had been issued. (30 calendar days for JBSA to review and approve. 30 Calendar days for JBSA to advertise the TCP prior to issue of construction NTP).

1.4.7 Occupied and Existing Buildings

The Contractor shall be working around existing buildings which are occupied. Do not enter the buildings without prior approval of the Contracting Officer.

Submit, prior to or with the first digital photograph submittals, a sketch or drawing indicating the required photographic locations. Update as required if the locations are moved.

1.4 PROGRESS AND COMPLETION PICTURES

Photographically document site conditions prior to start of work, during work, prior to cover up of permanently concealed work, and at completion of work. Color digital photographs, in JPEG format, shall be provided to the Contracting Officer with each progress payment for unrestricted use by the Government.

1.5 SUPERVISION

1.5.1 Minimum Communication Requirements

Have at least one qualified superintendent, or competent alternate, capable of reading, writing, and conversing fluently in the English language, on the job-site at all times during the performance of contract work. In addition, if a Quality Control (QC) representative is required on the contract, then that individual must also have fluent English communication skills.

1.5.2 Superintendent Qualifications

The project superintendent must have experience in construction on projects similar in size and complexity. The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance. The individual must be capable of interpreting project specifications, project schedule, and construction drawings. The qualification requirements for the alternate superintendent are the same as for the project superintendent. The Contracting Officer may request proof of the superintendent's qualifications at any point in the project if the performance of the superintendent is in questioned.

1.5.2.1 Duties

The project superintendent is primarily responsible for managing and coordinating day-to-day production and schedule adherence on the project.

The superintendent is required to attend JBSA Red Zone meetings, partnering meetings, and quality control meetings. The superintendent or qualified alternative must be on-site at all times during the performance of this contract until the work is completed and accepted.

1.6 PRECONSTRUCTION CONFERENCE

After the award of the contract but prior to the commencement commencement of any work at the site, meet with the Contracting Officer to discuss and develop a mutual understanding relative to the administration of the safety program, quality control program, shop drawings, and other submittals, scheduling programming, prosecution of the work, and clear expectations of the "Interim DD Form 1354" Submittal. Major subcontractors who will engage in the work shall also attend.
