Addendum to 52.212-2 (a). The paragraph is tailored as follows:

502d CONS/JBKCB will issue a purchase order to the responsible offeror whose quote will be the most advantageous to the Government. The following factors shall be used to evaluate quotes: Technical and Price.

a. Technical.

Technical acceptability will be determined by the following technical factors:

Sub Factor 1: Salient Characteristics

Offerors must provide the following information to demonstrate compliance with the requirements outlined in Attachment 2 Salient Characteristics: (1) Manufacturer's Name, (2) Part Number, (3) Illustrations, and (4) Supporting Literature or a detailed Product Description. Failure to meet all salient characteristics specified in Attachment 2 will result in an unacceptable quote.

Sub Factor 2: Installation

Offerors must clearly demonstrate a comprehensive and technically sound approach to baler installation that fully satisfies all requirements outlined in the Statement of Work (SOW). It is the offeror’s responsibility to properly demonstrate their ability to meet this technical factor regardless of the means used.

The Technical Factor shall be rated acceptable or unacceptable as follows:

Adjectival Description Acceptable The quote provides sufficient information demonstrating the offeror's capability to supply balers that fully meet all salient characteristics outlined in Attachment 2 and to install those balers in strict accordance with the requirements of the Statement of Work (SOW) in Attachment 1.

Unacceptable The quote did not provide sufficient information demonstrating the offeror's capability to supply balers that fully meet all salient characteristics outlined in Attachment 2 and to install those balers in strict accordance with the requirements of the Statement of Work (SOW) in Attachment 1.

b. Price. Quoters are required to provide a quote on company letterhead that contains the information as listed in the Schedule of Supplies. The government intends to award based on the lowest price, technically acceptable quote.

Therefore, you are encouraged to quote your most advantageous pricing to include discounts in your initial response.

(End of Addenda)

5. Basis for Award.

Award will be made to the responsible offeror whose quote is the lowest evaluated price among technically acceptable quotes.

The technically acceptable lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that are contained in 52.212-2(a) addenda.

If the Government receives 3 or fewer initial quotes all quotes will be evaluated for Technical Acceptability. If the Government receives 4 or more initial quotes the Government will only select the 3 lowest priced quotes and then evaluate them for Technical Acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if in the Government’s best interest. If additional quotes are evaluated for technical acceptability they will be selected in the order of price.

To be eligible for award, registration with the System for Award Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor Registration (CCR) registrations).
