The Government states, "The evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition." Because this is a full-and-open (unrestricted) competition, does this still apply per the FAR? Is the Government looking for up to 10 past performance questionnaires?

If applicable, submit a copy of your approved Master Subcontracting Plan.” To confirm, all large business offerors are required to submit a small business subcontracting plan in order to bid on this effort? What are the Government's minimum goals required for each socioeconomic category? According to the Office of Small Business Programs, it is as follows:
Small Business Goals: 21.60%, HUBZone: 3.0%, SDVOSB: 3.0%, SDB: 5.0%, WOSB: 5.0%. Are these the correct percentages? How many total copies (original and copies) are required for this part? Is a small business participation plan also required, or just the actual small business subcontracting plan?
Response: Reference FAR 52.219-9, Small Business Subcontracting Plan, for subcontracting plans submission.
67. Question: “4. PART IV: SUBCONTRACTING PLAN - Required for all businesses other than small. The offeror’ s plan shall include all of the requirements of FAR clause 52.219-9 Small Business Subcontracting Plan and comply with the Small Business Program Goals of the Department of Defense located at http://www.acq.osd.mil/osbp/statistics/sbProgramGoals.shtml unless otherwise sufficiently explained and accepted by the government. If applicable, submit a copy of your approved Master Subcontracting Plan.” If a SB Subcontracting Plan is required for this contract and covers all of the above goals (HUB, SDVOSB, SDB, WOSB), it is challenging to find the best qualified small businesses in the number required to meet all of the listed goals in this size of contract. Personnel are not easily split into percentages that meet the goals and also ensure outstanding support to the Air Force. Would it be possible for the Air Force to establish an overall percentage goal for this effort without requiring all SB categories are included?
Response: Reference FAR 52.219-9, Small Business Subcontracting Plan, for subcontracting plans submission.

Is this a permissible method of transmission? Is this the best address to which to ship our package using FedEx if permissible?
Response: Reference response to question #55
69. Question: “JOINT VENTURE AGREEMENTS - Joint Ventures are allowable on competitive 8(a) set-asides, however, the joint venture agreement must be received by SBA prior to proposal due date and approved before award of any resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned SBA Business Opportunity Specialist (BOS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations.
