About this file
This is a Questions and Answers (Q&A) amendment document for RFQ 36C25227Q0011_1, issued by the Department of Veterans Affairs Great Lakes Acquisition Center on September 29, 2026. The amendment extends the submission deadline to October 6, 2026, at 10:00 AM CST and provides responses to 50 questions submitted by offerors regarding unarmed security guard services at six Jesse Brown VA Medical Center locations: Auburn, Lakeside, Chicago Heights, Psychosocial Rehabilitation and Recovery Center (PRRC), Adam Benjamin Jr. Outpatient Clinic, and the main Jesse Brown VAMC facility.
The contract is a firm-fixed-price procurement with a base period running February 1, 2027, through January 31, 2028 (with PRRC and Adam Benjamin beginning March 1, 2027), followed by four one-year option periods. Total base-year hours are 24,275 across all locations, with option years ranging from 24,750 to 24,839 hours. Key clarifications include: security personnel may take cold-coverage meal and rest breaks (except at Adam Benjamin Jr. where breaks must be taken separately), the Emergency Department is the only position requiring 24/7 coverage including holidays, wage determinations from the Department of Labor must be followed with 11 federal holidays, parking at the main campus costs $10 per day at contractor expense, and all training costs must be included in the contract price. Offerors must submit current security licenses and qualifications; the prime contractor is responsible for all required documentation regardless of subcontractor involvement. The target award date is 60 days before the February 1, 2027, start date, with no transition or phase-in period authorized.

ANSWERS TO POSED QUESTIONS FROM 36C25227Q0011_1
1. In the wage determination it states 12 paid holidays but on page 11 of 36C25227Q0011_2 POSTED 9-15-2026, it states 11 paid federal holidays. Should the contractor follow the Wage Determination 15-5017 COOK REV 34? Follow the wage determination. Contractor must follow the federal guidelines for 11 paid holidays listed on page 11 of the RFQ.
The Federal holidays observed by the VA are as follows:
New Year’s Day
January 1st
Martin Luther King’s Birthday
Third Monday in January
President’s Day
Third Monday in February
Memorial Day
Last Monday in May
Juneteenth
June 19th
Independence Day
July 4th
Labor Day
First Monday in September
Columbus Day
Second Monday in October
Veterans Day
November 11th
Thanksgiving Day
4th Thursday in November
Christmas Day
December 25th
*Any other day declared a Federal Holiday by Presidential Proclamation*
2. Can the VA provide a sample Special Agreement Check document? This will be given at time of award.
3. What are the bond requirements that need to be provided prior to commencement of services? Contractor must supply you Certificate of Insurance listed in Section E in the requirements.
4. Will the VA give the contractor SOPs, or will the contractor have to generate and provide SOPs for the VA to sign off on? No, SOPs just a few job instruction sheets for specific tasks.
5. On page 15 of the solicitation it states " be capable of detaining people" does this requirement mean the officers should be able to put people in handcuffs to be able to " detain" them? If not, please explain how the VA expects the contractor employees to keep people detained. Please disregard this statement. Security does not have any obligation to detain. This has been updated in the SOW.
6. If an employee was subject to a random urinalysis, should the employee take a 5 or 9 panel urinalysis? (References page 15 under section b, vi, f). A 5 panel will be acceptable for this test.
7. Is the contractor to provide rover officers for the perimeter of all the VA buildings? No.
8. Do all officers need a communication when on duty, either being a cell phone or radio? A cellphone would be useful but is not required, they may use a VA phone.
9. Are the post self-relieving posts or does a contractor need to bid in relief officers to hold post, while the other officer takes meal or rest breaks? All lunches and breaks will be cold coverage, may not be taken in conjunction with one another and may not be taken at the beginning or end of a shift. The exception is ABJ where breaks and lunches must be taken separately.
10. Is the contractor to at least bid the wage determination of Guard 1 or Guard 2? The hourly rates provided within clause are for informational purposes only. Please see the wage determination incorporated into the RFQ for the minimum wages provided by the Department of Labor.
11. Is there parking at all the VA officers for security officers to park at or will officers need to park offsite? There is no cost parking available at all COBC locations. Parking at the Jesse Brown main campus is $10 per day and is the responsibility of the Contractor to pay.
12. Will a transition CLIN be added to the Price/Cost Schedule? No.
13. Is there a transition period for the contractor? Example the contractor has 60 or 90 days to ensure full staffing upon contract award. No, all posts should be ready to go on 2/01/2027.
14. B.3 lists quantity 1.00 and unit “YR,” while the descriptions state “HR Rate.” Should the Unit Price and Amount fields contain the total price for each location’s performance period, with hourly rates provided separately? Please confirm the format for the two 11-month base-period locations. The requirement to provide an hourly rate has been removed from the price/cost schedule. Please see page 24 section 21 “Submission Requirements for SCLS Price Adjustment Rates” of the SOW for more information on how to submit for DOL Wage Determination increases.
15. Please provide the hours to be used for pricing each CLIN, including the supervisor, for the base and each option year. Should offerors use the stated estimated hours or calculate hours from the daily schedules and actual calendars? See Appendix A of this amendment.
16. Please clarify the statement “There is to be no paid lunch breaks covered.” What meal duration is assumed at each location, do the estimated hours deduct meal periods, and must the contractor provide physical relief to maintain each required post during meals and breaks? Should that relief cost be included in the CLIN prices? All lunches and breaks will be cold coverage, may not be taken in conjunction with one another and may not be taken at the beginning or end of a shift. The exception is ABJ where breaks and lunches must be taken separately.
17. The SOW states that contract employees are not paid holiday pay unless they work, while the attached wage determinations require paid holidays. Please clarify whether the SOW statement refers only to Government payment for services on closed holidays, rather than contractor obligations to provide required employee holiday benefits. The ER department shift is the only shift that is required to be manned on a recognized federal holiday. Any requirement to pay employees for holidays not worked as a requirement of the DOL wage determinations shall not be billed as a line item against this contract.
18. Please confirm that emergency department coverage includes all holidays. The narrative labels 8,760 hours as “excluding Holidays,” but the post schedule requires 24/7 holiday coverage. Please also confirm the pricing hours for the option period containing February 29, 2028. Yes, this is the only position that has the holidays. Please see page 11 of the SOW and appendix a attached to this document
19. Is the in-house supervisor a dedicated position that cannot routinely cover guard posts? Please identify the supervisor’s primary duty location and clarify how intersite travel, off-tour inspections, after-hours availability, and relief during supervisor absences should be included in pricing. Supervisor should be roving and check all locations physically on a weekly basis. The supervisor may remain stationed at any location with guard staff or be located out of a company location while not travelling. Supervisor should cover down for call offs if no one else is available to do so. Please see the Statement of Work,( section 3.a) Supervisor for a detailed list of the supervisor’s requirements.
20. Please confirm that Harrison PRRC and Adam Benjamin begin March 1, 2027, and end January 31, 2028. One schedule references January 30, 2028. Please also confirm that all other positions, including the supervisor and emergency-department guard, begin February 1, 2027.It is January 31st, 2028, all others as the RFQ shows start on the 2/1/2027 date. The contract starts on 2/1/2027 for all other locations except for the PRRC and Adam Benjamin which starts on 3/1/2027. All would end on the last day of January for the last day of that POP.
Please follow the federal guidelines for 11 paid holidays listed on page 11 of the RFQ. (Base Year)
2/1/2027 to 1/31/2028
Adam Benjamin Jr Outpatient Clinic
Harrison Psychosocial Rehabilitation and Recovery Center Base period is for 11 months 3/1/2027 thru 1/31/2028 The 4 other locations run 2/1/2027 thru 1/31/2028
(Option Year 1)
2/1/2028 to 1/31/2029
(Option Year 2)
2/1/2029 to 1/31/2030
(Option Year 3)
2/1/2030 to 1/31/2031
(Option Year 4)
2/1/2031 to 1/31/2032
21. Section E requires applicable licenses with all offers. Please identify the agency-level and individual licenses or registrations expected for Illinois and Indiana, and distinguish those required at quotation submission from those required before performance. For a proposed subcontracted location, please clarify the licensing documentation required from the prime and subcontractor. Please submit all Security service licensure requirements from your company for all items in Section E of the RFQ.
22. Please specify required examination standards, acceptable documentation, validity periods, and renewal requirements for physical examinations, psychological assessments, TB testing, and drug screening. May current qualifying examination results be accepted? Yes. The TB testing must be done every 2 years.
23. May relevant experience performed by the offeror as a subcontractor satisfy the three-contract experience requirement? Will the Government consider a proposed subcontractor’s experience in addition to, or toward, that requirement? The contractor submitting the offer must have the required experience. Please submit all requirements from your company for all items in Section E of the RFQ.
24. Please confirm how the incorporated 52.222-43 price-adjustment clause applies to revised wage determinations during the option periods, in conjunction with the solicitation’s firm-fixed-price language. The Ctr may request an adjustment to their contract price if the DOL wage determinations have changed during the active period of this contract.
25. Section B.2 (Scope of Work) states that this "is a new procurement that has not been awarded before and does not have any past contract information." Please confirm whether any of the six locations currently receive contract guard services and, if so, identify the contract and the anticipated end date of that coverage. This is the first requirement that provides services to all locations underneath the Jesse Brown Medical Facility. Previous contract efforts segmented the requirement by CBOC location. All current and previous contract efforts may be found on SAM.gov.
26. Are any employees currently performing these services covered by a collective bargaining agreement? If so, will the Government provide it for pricing purposes? No.
27. Does the Government expect offerors to consider retaining qualified personnel currently performing these services, and does any nondisplacement or right-of-first-refusal requirement apply to this RFQ? Yes, but it is not required.
28. Where the offeror will use a licensed subcontractor that is a certified SDVOSB to perform the guard services, may that subcontractor's current Illinois and Indiana security agency licenses, submitted with the quote, satisfy the requirements of Section B.2 (Qualifications) and Section E.1 (Addendum, item 5)? No. The contractor submitting the offer must provide all information required in Section E at the time of submission.
29. For the Technical (E.1, item 2.A) and Past Performance/Experience (E.1, item 3) submissions, will the Government consider the relevant experience and references of a proposed subcontractor? No, the contractor submitting the offer must provide all information required in Section E at the time of submission.
30. Please confirm the intended contract type (firm-fixed-price or labor-hour) and whether invoicing will be based on hours actually provided. This is a firm-fixed-price contract. The Government shall only pay for, and the Contractor shall only invoice for, services rendered.
31. What is the Government's anticipated timeline for completing background investigations and issuing PIV credentials for contractor personnel? This will occur after award.
32. What is the anticipated award date to support the 2/1/2027 start? Target is 60 days before start of contract.
33. Is a phase-in or transition period authorized under this RFQ? No
34. The CLINs in B.3 are described as "HR Rate" with a quantity of 1.00 and a unit of YR. Please confirm whether offerors should enter an hourly rate or an extended annual amount in the Unit Price and Amount columns. The hourly rate being asked for is for wage determination increases that may occur. Please give the hourly rate and also the full yearly price for each line item. The requirement to provide an hourly rate has been removed from the price/cost schedule. Please see page 24 section 21 “Submission Requirements for SCLS Price Adjustment Rates” of the SOW for more information on how to submit for DOL Wage Determination increases.
35. Please confirm the Service Contract Labor Standards classification the Government considers applicable to each post, Guard I (27101) or Guard II (27102), and the anticipated classification for the In-House Supervisor. That wage is the contractor discretion and must meet the current thresholds listed in the WD.
36. Section B.2 states that "Contract employees are not paid holiday pay if not worked." Both wage determinations provide for paid holidays. Please confirm the wage determination holiday provisions govern. There is only 1 duty station that will require the holiday to be paid and the is the Emergency Department and should be in the cost associated with that duty station. All holidays would be paid by the awarded contractor, since the employees are not employed directly by the VA.
37. For the Jesse Brown VAMC 24/7 post, may meal periods be taken as a cold post, or is relief coverage required? All lunches and breaks will be cold coverage, may not be taken in conjunction with one another and may not be taken at the beginning or end of a shift. The exception is ABJ where breaks and lunches must be taken separately.
38. Section B.2 states "There is to be no paid lunch breaks covered" and that all locations and personnel coverage must always be met. At the single-guard clinic posts, may meal and rest periods be taken as a cold post? If so, are there conditions on when they may be taken? See answer #16
39. Will the Government pay an overtime premium for any hours under this contract, or should all hours be priced at the awarded rate? Awarded rate, we will not pay overtime.
40. If a shift pass-down or overlap is expected at any post, is that time billable? No.
41. Section B.2 lists 2,065.5 base-period hours for the Harrison PRRC. Please confirm this figure, as 2,250 hours prorated over 11 months equals 2,062.5 . See Appendix A below
42. Option Year 1 (2/1/2028–1/31/2029) includes February 29, 2028. Please confirm whether Jesse Brown VAMC hours for that period should be 8,784 rather than 8,760. See Appendix A below
43. Is the Contractor POC required to be physically onsite during contract performance, or may the POC be located offsite provided the individual remains available and can report onsite when requested by the Government? Onsite supervisor must be a “dedicated, on-site supervisor” at any of the duty stations.
44. In addition to the required Site/In-Field Supervisor and Contractor POC identified in the solicitation, are any additional key personnel or management positions required for this contract? Not at this time.
45. Is the Contractor required to provide a dedicated patrol/security vehicle at any of the performance locations? If so, please identify the applicable location(s) and any minimum vehicle requirements. No.
46. Are required Government-furnished, Contractor-required, and site-specific training hours to be performed within the stated contract labor hours, or may authorized training hours be billed separately? All trainings shall be the sole responsibility of the Contractor and shall be included in the price of the contract.
47. The solicitation references restrictions on weapons on property. Could you please confirm whether this requirement is for armed or unarmed security guard services? Page 8 Section 1 Scope of work
48. Which prevailing wage determination should be used for pricing this requirement — the Illinois Department of Labor wage determination, or the Federal (Department of Labor) Service Contract Act wage determination? Section D of SOW.
49. What equipment are the security officers required to carry/wear while on duty (e.g., radios, duty belts, body cameras, etc.)? See page 17 SOW Communication Equipment.
50. Regarding holidays, should the contractor observe the Federal Government holiday schedule? See page 11 of the SOW for the list of current federal holidays.
