About this file
This is a Justification for Other Than Full and Open Competition (J&A) from the U.S. Department of State's Office of the Procurement Executive for a contract modification.
The Department of State seeks to extend contract 191NLE24C0024 with Triarii for an additional six months to provide maintenance, logistics, and spare parts services for equipment supporting the Maintenance, Services, and Spare parts (MSS) Mission under INL (International Narcotics and Law Enforcement) oversight in Haiti. The contract is a hybrid arrangement utilizing both Fixed-Price and Time and Materials compensation. The primary objective is to ensure the Gang Suppression Force (GSF) in Haiti maintains operational equipment and can continue active counter-gang operations in support of the Haitian National Police (HNP). The six-month extension is necessary to maintain continuous service until the UN Support Office for Haiti (UNSOH) assumes these responsibilities as of October 1. The estimated value for the entire period of performance is redacted in the document.
The justification asserts that Triarii is the only responsible source capable of providing these specialized services, citing its unique qualifications including existing mechanical expertise for armored vehicles, operational familiarity with Haiti's volatile security environment since inception of the MSS in 2024, established supply chains for vehicle parts, secured facilities and storage in Port-au-Prince, and the impracticability of transitioning to an alternative contractor given security constraints and mobilization costs. The agency conducted a competitive solicitation on sam.gov on September 4, 2024, but determined that no other company can fulfill the requirements. The contracting officer has determined pricing is fair and reasonable based on comparison to independent government cost estimates and historical pricing. The J&A will be posted per FAR 6.301 requirements.
