About this file
This document is a janitorial services specification for the Iowa Department of Transportation at the Wilton East Bound Parking Only Rest Area located at I-80 Wilton E.B., Mile Marker 268.2. The scope of work includes routine janitorial services for a waterless vault concrete restroom facility with two unisex restrooms, grounds maintenance, waste removal, and provision of water for cleaning operations. The contractor must clean the vault restroom Monday, Wednesday, and Friday once per day between 7 a.m. and 5 p.m. Central Time, ensuring one restroom remains open during cleaning activities. Services encompass inside responsibilities such as thorough cleaning and disinfection of all surfaces, toilet maintenance with special attention to riser cleaning, trash disposal in locked dumpsters, monthly cleaning of registers and vents, maintenance of toilet tissue dispensers with two rolls per visit, and utility room upkeep. Outside responsibilities include litter pickup and sidewalk sweeping at each visit, weekly sidewalk washing, removal of gum and bird droppings, trash receptacle management, and snow removal from designated areas including sidewalks and a 36-inch pathway adjacent to curb parking areas. The contractor must also perform minor maintenance tasks such as checking door operation, replacing toilet paper and sanitizer dispensers, reporting lighting issues, and inspecting parked vehicles for patron welfare. A mandatory pre-bid conference is scheduled for April 22, 2026, at 1:00 p.m. Central Time via Microsoft Teams, with bids due May 6, 2026, at 1:00 p.m. Central Daylight Time. The successful contractor will be awarded a twelve-month contract with options to renew for five additional twelve-month increments, with an estimated start date of June 1, 2026.
The contractor must provide all cleaning supplies, tools, and equipment except toilet paper, hand sanitizers, and trash bags furnished by the Department; notably, there is no water onsite, so the contractor must provide all water needed for cleaning operations. Personnel must meet minimum wage requirements with at least one English-fluent employee, wear Department-approved uniforms with safety vests at all times, and comply with prohibitions on firearms, alcohol, drugs, and smoking in buildings. The contractor is responsible for staffing costs, payroll taxes, insurance, and replacement of lost or damaged keys and equipment. The facility requires vault pumping a minimum of two times per year with the contractor responsible for arranging and managing the process. The contractor must maintain cleaning logs at each visit documenting arrival time, conditions, activities completed, visitor counts, accidents, vandalism, and maintenance issues. Invoices are due by the end of business on the last day of each month. The Department retains final approval authority for all work quality and will conduct periodic inspections. A critical restriction limits eligible vendors to those currently managing fewer than four rest area locations; vendors already managing four locations are ineligible for this contract. No specific budget allocation or award value is provided in the specifications.
