About this file

This document is a Janitorial Services Scope of Work for the Ohio Department of Natural Resources (ODNR), Division of Wildlife, District Two Headquarters located in Findlay, Ohio. The contract solicits comprehensive janitorial services for the main and back buildings, with service scheduled twice weekly on Mondays and Thursdays, plus up to six additional on-call cleaning visits. The mandatory site visit is scheduled for Wednesday, May 28th at 10 am, and interested bidders must contact Mike Wilkerson to arrange attendance. The contract will be awarded to the lowest responsive and responsible bidder based on a low lot total calculation, with services covering trash removal, floor cleaning, restroom sanitization, and office maintenance across multiple building areas including hallways, offices, restrooms, labs, and common areas.

The solicitation specifies that ODNR will provide all necessary cleaning supplies, with the contractor responsible for reporting supply levels and ensuring timely restocking. Invoicing will be submitted directly to Ohio Shared Services through email, fax, or mail. The service requires detailed cleaning protocols for different building zones, including specific instructions for restroom sanitization, trash removal, floor mopping, and surface cleaning. Bidders must complete all bid items, sign required forms including the Standard Affirmation & Disclosure Form, and be prepared to sign an Addendum to Bid Quote or Personal Services Agreement upon contract award. Services will accommodate state holidays, potentially shifting scheduled cleaning to the next business day when offices are closed.

Contract Award. The contract will be awarded to the lowest responsive and responsible bidder by low lot total. Low lot total will be determined by multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive.

Site Visit & Point of Contact A site visit is mandatory and will be held on Wednesday May 28th beginning at 10 am. To schedule an appointment, contact: Mike Wilkerson – 419-429-8375 or Michael.Wilkerson@dnr.ohio.gov.

Once a contract is awarded, failure of the bidder to have requested a site visit to become familiar with the facility and requirements of the bid will be insufficient reason to support any request to be released from the contract.

The awarded supplier will be required to sign an Addendum to Bid Quote or Personal Services Agreement. Example attached.

All bidders must sign and attach the Standard Affirmation & Disclosure Form to their bid in Ohio Buys. This may be signed electronically through Adobe or through a wet signature. If this is not attached, the winning bidder will be asked to sign before a contract can be routed for review.
