Department of Army FAR Part 6 Justification and Approval for Other than

Full and Open Competition

1. Contracting Activity: US Army Contracting Command-Redstone-Letterkenny Army Depot (LEAD), CCAM-MLK, Chambersburg, PA 17201-4150.

2. Description of Action: LTPO-Patriot Recapitalization Program (RECAP) and CECOM requests a hybrid Firm-Fixed-Price (FFP) (43%), Time-and-Materials (T&M) (12%) and Cost-Plus Fixed-Fee (CPFF) (45%) contract with General Dynamics Mission Systems, Inc., (GDMS), 400 John Quincy Adams Road, Tauton, MA 02780, CAGE Code 67032. The Government projects award for May 2020 and Army Working Capital Funds (AWCF) will be used. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement (DFARS) 207 .103(d)(i)(B). This is a follow-on procurement to contract W911 N2-17-D-0005, and will also include the strategic sourcing of Communications-Electronics Command (CECOM) and their SMUs, SMU Power Supplies and CCA sustainment needs.

3. Description of Supplies/Services: L TPO-Patriot RECAP recapitalized approximately 33 Patriot Shelters for LTPO-Patriot RECAP between 2017 and 2019. The SMU assemblies will be removed and recapitalized at the contractor's facility. The SMU assemblies are crucial to Patriot RECAP to field the Patriot Missile System in various parts of the world. The proposed contract will require recapitalized to 'like new' condition of the Common Air Defense Communications Interface (CADCI) SMU96 (Model ON-505(V)5/(P)/T) that is used in the Patriot Missile System. Scope of the work includes: disassembly, cleaning, touch-up, and reassembly of the SMU chassis and/or power supply, SMU cards updated to the latest configuration, SMU and card repairs as necessary, loading the latest CADCI version of circuit switch on-line operational program software on the SMU, and test and return of the SMU & SMU power supplies to the Patriot Field Office or CE COM. The contractor will also provide a limited amount of field installation and engineering support to the L TPO-Patriot RECAP office and CECOM on a cost reimbursable basis. The field installation and engineering support will be utilized if problems such as faulty software, CCAs, cables, or interfacing occur at LEAD or in the field that are not able to be resolved. A quantity of 11 SMUs are expected to need this service per period of performance. The estimated periods of performance and estimated value of the contract is as follows:

Base Period: 15 May 2020 to 14 May 2021 Option Period 1: 15 May 2021 to 14 May 2022 Option Period 2: 15 May 2022 to 14 May 2023 FAR Clause 52.217-8 Option: 15 May 2023 to 14 Nov 2023
