About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a Simplified Acquisition over $3,000 and under $150,000, issued by the Office of Naval Intelligence (ONI). The document seeks supplemental maintenance for Digital Preservation hardware used to digitize Microfiche, Microfilm, and Aperture cards. The equipment was originally purchased in 2019 from the Crowley Company and has been maintained by the same company since.
The procurement is justified under an urgent and compelling need, as the current equipment will malfunction and is no longer operational as of August 5, 2025. The Maritime Sensors Program Management Office (MSPMO) requires continuous maintenance to preserve historic data that is beginning to deteriorate. The market survey indicates that maintenance can only be provided by the manufacturer or its re-sellers with proprietary rights, necessitating a single-source procurement from the Crowley Company.
