Logistic requirements for port visits present a unique challenge based on ship scheduling classification, communication blackouts, security requirements and limited availability of assets for areas visited; these requests typically do not lend themselves to required administrative time constraints. In this case, there is insufficient time between the release of the USS Theodore Roosevelt port visit to Guam and the dates of the port visit to fully complete this recreational rental requirement. Due to the current status of the Covid-19 Pandemic; sailors are limited the liberty to on base only.
Sailor’s morale is one of the important aspect to release stress and depression when underway which could indirectly affect mission effectiveness. Therefore, providing recreational support is very significant during port visit in Guam which includes the rental of tables and chairs to be provided at the pier. As a result, commercial rental of recreational equipment is the only alternative. The USS Theodore Roosevelt has approximately 3,500 military personnel onboard
