Pricing must be submitted as firm, all-inclusive costs with transportation fully prepaid by the contractor and delivered FOB destination. Vendors awarded contracts for apparel are subject to a mandatory 1% anti-sweatshop compliance fee applied to the total contract value, payable within 30 days of purchase order execution or quarterly for term contracts, with failure to pay potentially resulting in contract termination or loss of future State business. The State requires acceptance of the Maine Procurement Card as a payment method with no surcharges permitted, and vendors must complete and submit a notarized Code of Conduct form by the bid opening date. Delivery must occur within 10 working days of order receipt with all items inspected and in first-class condition; vendors retain responsibility for replacing defective items.
