About this file

This is a Proposed Sole Source Action synopsis for a Design-Build construction contract issued by Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) in Naples, Italy. The contracting officer is Matthew Lewis (matthew.r.lewis52.civ@us.navy.mil). The Government intends to solicit and negotiate with only one source, RA International, under the authority of FAR 6.302-2. Interested parties may submit inquiries within 45 days of publication; however, the determination to proceed with the sole source action remains solely within the Government's discretion.

The contract requires Design-Build construction of a hardened lodging facility in Mogadishu, Somalia, located within the Mogadishu International Airport's Green Zone. The expected contract value ranges from $1,000,000 to $5,000,000. RA International is the proposed sole source contractor due to its physical presence in Mogadishu, a vetted and cleared workforce per AFRICOM Instruction 3203.15, and an acceptable rating in the JCCS system. The Government has determined that sole sourcing is necessary because competition would cause unacceptable delays, increase personnel risk, and result in additional costs that would impair mission capability. Alternative Multiple Award contract vehicles are not feasible as no available IDIQ contract holders possess comparable on-site presence and cleared workforce resources. The NAICS Code is 236220 (annual size standard $45,000,000) and the PSC Code is Z2JZ (Repair or Alteration of Miscellaneous Buildings). The place of performance is Mogadishu, Somalia, with an issued date of 06 March 2026. The Justification and Approval document is available at https://www.sam.gov under "Contracting."

Revised SEP 2022

Proposed Sole Source Action for D-B Construction of a

Lodging Facility in Mogadishu, Somalia

Naval Facilities Engineering Systems Command Naples, Italy

06 March 2026

Contracting Office: Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) Naples, Italy, PDC & EXPD Branch

Contracting Officer: Matthew Lewis, matthew.r.lewis52.civ@us.navy.mil

The proposed contract action is for construction services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-2. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, inquiries received within 45 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The work to be performed will provide for Design-Build construction of a hardened lodging facility in Mogadishu, Somalia inside the Mogadishu International Airport’s Green Zone. The proposed sole source contractor, RA International, is expected to be able to mobilize and begin performance immediately upon award as they have a physical presence in Mogadishu, a significant workforce that is cleared and vetted by AFRICOM Instruction 3203.15, and an acceptable rating in the JCCS system. The immediacy of the Government’s need and the continuing nature of the injury means that the Government needs to sole source this work to one contractor; competition would result in an unacceptable delay with a continuing injury of being unable to meet mission, increase risk to personnel, and additional cost incurrence.

Utilizing alternative Multiple award contracting vehicles is not a feasible alternative to a sole-source action as no contract holders on the available IDIQ vehicles possess the same physical presence and cleared workforce to begin construction activities immediately upon contract award.

The NAICS Code for this procurement is 236220 and the annual size standard is $45,000,000. The PSC Code for this work is Z2JZ Repair or Alteration of Miscellaneous Buildings. The expected magnitude of construction is between $1,000,000 and $5,000,000.
