About this file
This Justification & Approval (J&A) document is for a six-month bridge contract extension for Hampton Roads Network and Asset Management (NetAM) Support services from the Defense Information Systems Agency (DISA). The extension covers a four-month base period and two one-month option periods (December 2, 2025 - June 1, 2026), with a sole-source modification awarded to incumbent contractor All Points Logistics, LLC. The bridge contract is necessitated by a post-award protest on a follow-on contract (HC102826F0004), which has resulted in a stop-work order.
The NetAM support services provide network operations and asset management for approximately 2,000 users in the DISA J6 Command, supporting the Joint Staff's Information Technology enterprise in Hampton Roads, Virginia. Services include systems integration, network engineering, cable plant services, and supporting the DISA CORE Communications Network. The contract uses Fiscal Year 2026 Operations & Maintenance appropriations, and the extension is being awarded to ensure continuous support while the protest is being resolved, with an anticipated follow-on contract performance date of May 1, 2026.

JUSTIFICATION & APPROVAL (J&A)
FOR EXCEPTION TO FAIR OPPORTUNITY FEDERAL ACQUISITION
REGULATION (FAR) SUBPART 16.5 ACQUISITIONS
Multiple Award Schedule (MAS)/Multiple Award Contract (MAC)
Orders under MAC/Fair Opportunity – FAR 16.505
Purchase Request Number: To Be Determined Contract Number: 47QTCH18D0003 Task Order Number: HC102820F0533 Procurement Title: Hampton Roads Network and Asset Management (NetAM) Support Estimated Value:
Authority: FAR 16.505(b)(2)(i)(c)
J&A Number: JA26-012
Upon the basis of the following justification, I, as the Procuring Activity Competition Advocate, hereby approve this exception to fair opportunity pursuant to the authority of FAR 16.505(b)(2)(i)(c).
1. REQUIRING AGENCY AND CONTRACTING ACTIVITY:
Requiring Agency:
Defense Information Systems Agency (DISA)/J6 Command, Control, Communications, and Computers (C4) Enterprise Directorate 7010 Defense Pentagon Washington, DC 20301-7010
Contracting Activity:
DISA/Defense Information Technology Contracting Organization (DITCO)/PS8331 2300 East Drive, Building 3600 Scott Air Force Base, Illinois 62225
2. NATURE/DESCRIPTION OF ACTION: This is an exception to fair opportunity issued to bridge the period between the expiration of the existing task order (HC102820F0533) and the follow-on award (HC102826F0004). The purpose of this action is to establish a firm-fixed-price modification to the existing DISA J6 C4 Hampton Roads (JPH) NetAM support task order (HC102820F0533). The period of performance (PoP) for the extension includes a four-month base period, plus two, 1-month option periods, for a total of 6 months (December 2, 2025 – June 1, 2026). This extension will ensure continued support while the team works to resolve a post-award protest received on the award of a follow-on contract. Fiscal Year (FY) 2026 Operations

& Maintenance appropriations will be used to fund this bridge/extension effort and option periods, should both be executed.
3. DESCRIPTION OF SUPPLIES/SERVICES: The task order bridge is for the following supplies and services:
The DISA J6 C4 actively supports the Joint Staff (JS) in day-to-day operation of their Information Technology enterprise located in Hampton Roads, Virginia to enable support to Combatant Commands and Warfighters across the globe. NetAM support services include network operations and asset management, systems integration/network engineering, and cable plant services to approximately 2,000 users. These services provide the engineering baseline, planning, modernization, design, development, integration, and testing of incremental changes or network modernizations to the DISA CORE Communications Network. The estimated price of this task order bridge is .
4. IDENTIFICATION OF EXCEPTION TO FAIR OPPORTUNITY: The services identified in this J&A have currently been solicited and awarded under HC102826F0004. However, a post-award protest was received, and a stop-work order has been issued. The anticipated resolution of the protest is expected in Quarter 2, FY26. This necessitates the award of a bridge modification to the incumbent, All Points Logistics, LLC, for the NetAM support services. All Points Logistics, LLC is the only vendor capable of providing all the required services in the current DISA environment at the acceptable service levels without degrading economy and efficiency.
(a) Exception to Fair Opportunity. The following exceptions apply to exception to fair opportunity accomplished IAW FAR 16.505(b)(2).
FAR 16.505(b)(2)(c): The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.
(b) Justification.
(1) Proposed sole source contractor. Due to the bid protest filed by GCyber, All Points Logistics, LLC is the only source that can fulfill this requirement without risk of a substantial break in service to the DISA J6 C4E JPH and the JS. A sole-source action is necessary to provide the time needed to complete the award of the follow-on action.
5. COST/PRICE FAIR AND REASONABLE DETERMINATION: During source selection of solicitation number 832470795, a cost/price evaluation was conducted in accordance with FAR
15.404. The contract prices were determined to be reasonable. The proposed cost/prices for the extension will be compared to the current contract prices, as well as the Independent Government Cost Estimate, current order pricing, and the proposed prices for the follow-on effort in order to determine fair and reasonableness.
