About this file
This is a Sole Source Justification document for a federal contract award under simplified procedures for certain commercial items, authorized under FAR 13.501(a).
The Bureau of Indian Affairs (BIA), A01 Great Plains Region, Office of Justice Services (OJS) District I is procuring Juvenile Detention Services for the Northwest Iowa Youth Emergency Service Center in Cherokee, Iowa. The requirement encompasses inmate bed space, daily operational costs, medical services, emergency medical care, transportation services, and security and supervision services for juvenile tribal offenders. The contract is awarded to Northwest Iowa Youth Emergency Service Center (1231 West Cedar Loop #110, Cherokee, IA 51012) on a Time & Materials pricing basis. The period of performance is February 1, 2026 through January 31, 2027, with four additional option years extending through January 31, 2031. The estimated contract value is not specified in the document.
The justification for sole source procurement is based on the contractor's unique qualifications as a highly specialized provider. Market research conducted via the BIA Native American Vendor Dashboard and the Small Business Administration Dynamic Small Business Search using NAICS Code 922140 identified zero Indian Small Business Economic Enterprises (ISBEE), Indian Economic Enterprises (IEE), or other Native American, tribally owned, or American Indian-owned small businesses capable of fulfilling this requirement. The Contracting Officer determined the anticipated price to be fair and reasonable based on previous award history for the A01 Great Plains Region and other regions, plus the Independent Government Estimate. The justification was published on SAM.gov at the time of award in accordance with FAR Subpart 5.2. The document received required approvals from the Lead Contracting Officer, CCO/One Level Above CO, and other authorized officials.
