About this file

This document is a Justification and Approval (J&A) for a sole-source procurement by the Department of the Navy, Naval Facilities Engineering Command (NAVFAC) Hawaii. The document seeks approval to use HSQ Technology (HSQ) to provide new hardware and perform programming, setup, and modifications to existing Supervisory Control and Data Acquisition (SCADA) systems for the FY23 RM16-1400 project to replace underground salt water distribution lines at Joint Base Pearl Harbor-Hickam.

The procurement specifically requires two HSQ hardware components: an HSQ Miser Human Machine Interface (HMI) and an HSQ 25 x 86 Logic Processor. The project involves replacing underground salt water lines in the Pearl Harbor Naval Station Controlled Industrial Area, NAVSTA Bravo Piers, and Subase Sierra Piers, with new pressure and flow sensors to be integrated into the existing Utilities Maintenance (UM) SCADA system. The justification emphasizes that HSQ is the sole manufacturer with proprietary knowledge of the existing system, and using another vendor would result in potential system inefficiencies or non-functionality. The procurement is being pursued under 10 U.S.C. 3204(a)(1) authority for a sole responsible source.

J&A No. 25-19

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

SOLICITATION WORK ORDER NUMBER (WON) , FY23 RM16-1400 Replace Underground Salt Water Distribution Lines 2, JOINT BASE PEARL HARBOR-

HICKAM (JBPHH), HAWAII

1. Contracting Activity.

Department of the Navy, Naval Facilities Engineering Systems Command (NAVFAC) Hawaii, Joint Base Pearl Harbor-Hickam, Hawaii (JBPHH), Architect-Engineer/Construction Contracts Branch.

2. Description of the Action Being Approved.

Request approval for the use of HSQ Technology (HSQ) to provide new hardware and to perform programming, setup, and modifications to the existing HSQ Supervisory Control and Data Acquisition (SCADA) systems that is currently maintained by HSQ Technology, 26227 Research Road, Hayward, CA, 94545.

The following is a list of the HSQ hardware required to be compatible with the Utilities Maintenance (UM) system related to FY23 RM16-1400 Replace Underground Salt Water Distribution Lines 2, SHYD, NAVSTA and SUBASE, Pearl Harbor, JBPHH.

a. HSQ Miser Human Machine Interface (HMI).

b. HSQ 25 x 86 Logic Processor.

These specific items noted are used as part of the UM salt water distribution system SCADA and maintain compatibility with the existing cybersecurity, control platforms, and UM in accordance with the Unified Facilities Guide Specification (UFGS), Sections:

a. 25 05 11 Cybersecurity for Facility-Related Control Systems

b. 25 10 10 Utility Monitoring and Control System (UMCS) Front End and Integration

3. Description of Supplies/Services.

This project replaces portions of underground salt water lines in the PHNSY Controlled Industrial Area (CIA), NAVSTA Bravo Piers, and Subase Sierra Piers. Pressure and flow sensors will be provided for the salt water line inside Tunnel C. All new sensors will be integrated into the existing UM SCADA system. Existing UM

HMI is MISER by HSQ Technologies and proprietary. All modifications to the MISER HMI must be performed by a certified HSQ Technologies developer. Hardware must be compatible with the existing proprietary HSQ network technologies, and TAA compliant on the master approved list.

A SCADA system is a centralized control system that utilizes computers, networked data communications and graphical user interfaces (also referred to as human machine interfaces or HMIs) to monitor and control the sensor system. SCADA systems typically implement a tag database. Each “tag” is a point of data the system monitors.

This project will require integrating the new equipment into the existing SCADA system. This will include, but is not limited to, creation/integration of new graphical interfaces for the new equipment on the existing SCADA interface and creation/integration of new control points into the existing SCADA system.

The HMI is the means by which operators view system values, parameters, etc., and interact with the sensor system.

MISER software is presently in use with the existing HSQ SCADA system. Integrating the new HSQ Miser Human Machine Interface (HMI) to the existing HSQ SCADA system will allow personnel already familiar with the control system to easily learn the new system using known graphical interface.

The total estimated value for the use of HSQ is of an estimated construction cost of or approximately .

4. Statutory Authority Permitting Other Than Full and Open Competition.

This request is submitted pursuant to the authority of 10 U.S.C.

3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

HSQ is the manufacturer of the existing SCADA System, including the master station software, which is proprietary. The master station software for the SCADA system was developed and programmed by HSQ and is unique to any other master station software. HSQ is the only entity with knowledge of the necessary programming code, points, graphical display, and configurations for the facility’s master station software. HSQ’s proprietary master station software controls all SCADA system user functions and interacts with all SCADA system components.

Integration by a company other than HSQ will result in a system which is not fully operational and compatible with HSQ’s software.

This will result in either an inefficient or a non-functioning SCADA system due to the inability of different proprietary elements of software systems having to interoperate with each other.

Use of other than HSQ SCADA technology would have a detrimental effect on critical mission elements of the agency’s infrastructure. Use of incompatible equipment/software will create problems with integration of the control of the new equipment with the existing equipment, preventing timely response to critical changes within the pump station system. Integration from other manufacturers would also require additional personnel training costs, the procurement of additional equipment, maintenance and support contracts for another manufacturer’s hardware and software, and the maintenance of an additional parts inventory.

Using and maintaining different brands of SCADA equipment and software is inefficient and would increase the total costs of ownership and manpower, thereby negating any perceived benefits that might have been obtained through competition.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

A Sources Sought Notice (No. N62478CON33FY2519) was posted on 22 January 2025 on the SAM.gov website to determine if there were any alternative options to the use of a HSQ programming for the HSQ Miser Human Machine Interface. Arayna Technology Solutions responded with a list of core competencies that appeared to meet the requirements, however, they later clarified that they did not have any experience with successfully integrating equipment with the HSQ MISER SCADA software. Therefore, Arayna Technology Solutions does not meet the conditions of NAVFACINST 11000.2 FACILITIES RELATED CONTROLS SYSTEMS STANDARDIZATION. Equipment and software does not match existing system equipment and software, and is not compliant with the existing cybersecurity posture.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions taken to remove barriers to future competition.

NAVFAC HI will continue to monitor the pressure and flow sensor SCADA industry to determine if universal SCADA software becomes available, and if another potential source emerges, NAVFAC HI will assess whether competition for future requirements is feasible.
