JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity:
Expeditionary Team, Naval Facilities Engineering Systems Command, Europe, Africa Central Command (NAVFAC EURAFCENT)
2. Description of Action Being Approved:
This justification requests approval permitting other than full and open competition to limit the solicitation N33191-24-R-0012 for the Design Build of the renovation of the
3. Description of the Supplies/Services:
The project will renovate specific areas of the that is located in the

The contract requires all necessary design, construction, inspection and certification to demolish everything within the areas under the scope of work and to reconstruct them in order to provide a renovated and usable space. The Government estimate for this project is $370,000 and requires 720 days of performance. There are no options for this project.
4. Statutory Authority Permitting Other Than Full and Open Competition:
The statutory authority permitting other than full and open competition is 10 U.S.C. §3204 (a)(1), as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. (2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
5. Rationale Justifying the Use of Statutory Authority:
The Office of Defense Cooperation requires a contracting solution that does not involve publication of the solicitation.
