About this file
This document provides a justification and approval for using other than full and open competition for a federal contract. The Naval Facilities Engineering Systems Command in Hawaii seeks to modify an existing low pressure air supervisory control and data acquisition system by integrating new equipment into the proprietary system currently provided by HSQ Technology. The scope of work involves replacing equipment at Building 641 including air compressors, dryers, cooling towers, pumps, heat exchangers, piping, transformers, switchgear, motor control center, and controls, and connecting all new equipment to the existing HSQ SCADA system. Using a different SCADA provider would result in an inefficient or non-functioning integrated system due to incompatible software, and would require additional training, equipment, and maintenance costs. The contracting officer determined the anticipated HSQ contract cost to be fair and reasonable. The agency will continue monitoring the industry for universal SCADA software.

DEPARTMENT OF THE NAVY
NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND, HAWAII
400 MARSHALL ROAD
JBPHH, HAWAII 96860-3139
J&A No. 21-15
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
SOLICITATION WORK ORDER NUMBER (WON) 1547565, RM15-1622 REPLACE
STATION K10 AND MODIFY BUILDING 641 ELECTRIC SERVICE, JBPHH, HONOLULU,
HAWAII
1. Contracting Activity.
Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI), Architect-Engineer Contract Division, Joint Base Pearl Harbor Hickam
(JBPHH).
2. Description of the Action Being Approved.
Request approval for the use of HSQ Technology (HSQ) to provide modifications to the existing HSQ Low Pressure Air (LPA) Supervisory Control and Data Acquisition (SCADA) system for Work Order Number 1547565, RM15-1622 Replace Station K10 and Modify Building 641 Electric Service, JBPHH, Honolulu, Hawaii.
3. Description of Supplies/Services.
The scope of work is to replace the existing LPA system at Building 641, including air compressors, dryers, cooling towers, pumps, heat exchangers, piping, transformers, switchgear, motor control center, and system controls. The scope of work includes connecting all new equipment to the existing LPA SCADA system, including incorporating of the existing Generator and new Automatic Transfer Switch (ATS) operational status into SCADA.
A SCADA system is a centralized control system that utilizes computers, networked data communications and graphical user interfaces to monitor and control the LPA system. SCADA systems typically monitors.
This project will require integrating the new equipment into the existing SCADA system. This will include, but is not limited to, creation/integration of new graphical interfaces for the new equipment on the existing SCADA interface and creation/integration of new control points into the existing SCADA system.
4. Statutory Authority Permitting Other Than Full and Open
Competition.
This request is submitted pursuant to the authority of FAR 6.302-1 and Title 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
HSQ should be used to meet the standardization requirements for the LPA SCADA system. HSQ is the manufacturer of the existing SCADA system, including the master station software, which is proprietary.
The master station software for the SCADA system was developed and programmed by HSQ and is unique to any other master station software.
HSQ is the only entity with knowledge of the necessary programming controls all SCADA system user functions and interacts with all SCADA system components.
Integration by a company other than HSQ will result in a system which will result in either an inefficient or a non-functioning SCADA system due to the inability of different proprietary elements of software systems having to interoperate with each other.
Use of other than HSQ SCADA technology would have a detrimental effect incompatible equipment/software will create problems with integration of the control of the new equipment with the existing equipment, preventing timely response to critical changes within the pump station system. Integration from other manufacturers would also require additional personnel training costs, the procurement of additional equipment, maintenance and support contracts for another additional parts inventory. All Industrial Control Systems need an Authority to Operate (ATO) via the Risk Management Framework (RMF) process which would also add considerable cost to the contractor to achieve a separate ATO. Using and maintaining different brands of SCADA equipment and software is inefficient and would increase the total costs of ownership and manpower, thereby negating any perceived benefits that might have been obtained through competition.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
Executed J&A No. 21-04 issued a sources sought in beta.sam.gov, Contract Opportunities (FBO) on 10 February 2021. The sources sought requested that all interested parties respond within 15 days after date of publication of the synopsis. The sources sought also requested interested parties to respond to the requirement to be considered if able to provide a compatible SCADA system that can interface with the existing HSQ SCADA system currently in place. By the due date, one response was received; however, it was a firm providing its Statement of Qualifications and resumes, and did not provide the requested information. No other responses with required information were received, and it was reasonably assumed that the HSQ SCADA system is the only source that can satisfy agency requirements.
We consider the beta.sam.gov synopsis as our market survey.
Other manufacturers that produce SCADA systems, each with their own unique proprietary systems, are OSI, Siemens, and GE. However, the the existing HSQ SCADA system is HSQ.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions taken to remove barriers to future competition.
NAVFAC Hawaii will continue to monitor the LPA SCADA industry to determine if universal SCADA software becomes available, and if another potential source emerges, NAVFAC Hawaii will assess whether competition for future requirements is feasible.
