About this file
This document is a Sole Source Justification (FAR 8.4) for extending a Blanket Purchase Agreement (BPA) with Analytical Services & Materials, Inc. (AS&M).
The extension modifies BPA 70T0402IA7672N003 to expand the period of performance by six months, from November 4, 2026 through May 3, 2027, with no change to the BPA's estimated value of $81 million. Approximately $48.4 million has been obligated to date. The action is conducted under the General Services Administration (GSA) Federal Supply Schedule Program using authority under FAR 8.4 as part of the Revolutionary FAR Overhaul Class Deviation 25-20. Funding will be obligated at the order level when Fiscal Year 2027 begins. The BPA is a single-award, commercial acquisition competitively awarded under GSA's Multiple Award Schedule (MAS) for Professional Services – Technical and Engineering Services (non-IT), schedule 541330ENG, contractor schedule 47QRAA21D001S, containing a mixture of firm-fixed price, cost-plus, and time and materials pricing structures.
AS&M provides Integrated Testing Support Services (ITSS) to the Transportation Security Administration (TSA), specifically supporting Checked Baggage Inspection Systems (CBIS) testing at airports. Services include test execution support for approximately 104 Integrated Site Assessment Tests (ISATs) annually, key personnel and program management support, pre-ISAT readiness reviews, CBIS operational assessments, checked baggage evaluations, technical data analysis, change review support, and decision support for CBIS go-live and sustainment decisions. The sole source justification cites that AS&M is the only responsible source capable of providing uninterrupted support during the competitive follow-on contract award and transition period, given the specialized technical expertise, cleared personnel, and institutional knowledge required. The justification notes that transition to a new contractor would require several months for recruitment, security clearances, and procedural training, creating unacceptable operational risk to TSA's critical aviation security mission. Market research indicates these services may be available through existing government-wide acquisition vehicles (MAS, OASIS+) from small and large businesses, and the follow-on ITSS contract will be competed as a commercial contract. Pricing for the six-month extension will be determined by comparing AS&M's proposed rates to underlying GSA schedule contract rates and prior BPA pricing, with expectations that any escalation will be in line with year-to-year increases within the BPA and remain below GSA schedule rates.
