DEPARTMENT OF THE NAVY
NAVAL FACILITIES ENGINEERING COMMAND, HAWAII
400 MARSHALL ROAD
JBPHH, HAWAII 96860-3139
J&A No. 20-23
JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN
COMPETITION FOR ONLY ONE RESPONSIBLE SOURCE
SOLICITATION WORK ORDER NUMBER (WON) HI1025M
& HI2025R, REPAIRS TO DEDICATED CENTRAL OFFICE & TELECOM CABLE
VAULT EXPANSION, MCBH, KANEOHE, HAWAII
1. Contracting Activity.
Naval Facilities Engineering Command, Hawaii (NAVFAC HI), Architect-Engineer Acquisition Division, Joint Base Pearl Harbor Hickam (JBPHH).
2. Description of the Action Being Approved.
Request approval to include brand name, proprietary specifications, for the Automated Logic Corporation (ALC) Direct Digital Control (DDC) system, manufactured by Automated Logic Corporation, 1150 Roberts Blvd., Kennesaw, GA 30144, for Solicitation Work Order Number (WON) HI1025M & HI2025R, Repairs to Dedicated Central Office & Telecom Cable Vault Expansion, MCBH, Kaneohe, Hawaii.
3. Description of Supplies/Services.
Repairs will include demolishing the existing Heating, Ventilation, and Air Conditioning (HVAC) system and installing a new HVAC system.
The DDC system provides for monitoring and control of the HVAC system in order for it to operate efficiently, conserve energy, and immediately notify maintenance when problems occur.
4. Statutory Authority Permitting Other Than Full and Open Competition.
We are submitting this request in pursuant to the authority of 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
MCBH has an existing base-wide energy management system (BWEMS) that was designed and procured by two vendors: Island Controls (which used ALC software) and Hawaii Energy Systems (which used Alerton software).
The new HVAC system provided by this project must tie into and be compatible with the existing BWEMS. This can only be accomplished by providing an Alerton DDC system or an ALC DDC system to monitor and control the new HVAC system. Other DDC system manufacturers do not offer programmable controllers that can be configured/programmed with an Alerton or ALC system.
Although the BACnet open protocol is the required communications protocol for the BWEMS, it only allows for different manufacturer’s equipment to share basic point data. BACnet does not allow for configuration and programming functions to take place between different manufacturers. Each manufacturer’s proprietary software tools must be used to configure or change the program within a controller.
MCBH has extensive experience with both the Alerton system and ALC system and has determined that the ALC system must be used for all new HVAC systems tying in to the BWEMS because of the following:
1. Cybersecurity: NAVFAC INSTRUCTION 11000.2 directs the standardization of all facility related control systems to improve cybersecurity, which requires moving toward a single manufacturer.
equipment has been approved in other control system’s cybersecurity
ATOs at other locations, Further, moving toward a single manufacturer on the BWEMS will simplify the cybersecurity package, as all unique manufacturer’s equipment on a control system needs to be individually analyzed and have its risks adjudicated before a cybersecurity ATO is granted.
2. Maintenance: NAVFAC INSTRUCTION 11000.2 directs the standardization of all facility related control systems to improve operational effectiveness and maintenance efficiency, which requires moving toward a single manufacturer.
Utilizing more in-house support and less contractor technical service support results in cost savings to the Government, as well as better operational readiness since maintenance can be performed faster.
Further, moving toward a single manufacturer on the BWEMS will increase operational efficiency by having automation/DDC maintenance and engineering staff become proficient with the configuration, programming, commissioning, operation, and maintenance of one system vice various equipment from different manufacturers. This would reduce the requirement for additional personnel training costs and the procurement of additional equipment, maintenance and support contracts for another manufacturer’s hardware and software, as well as the maintenance of an additional parts inventory.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
In accordance with FAR 6.302-1, a Sources Sought Notice (Solicitation No. N62742AALDDCS) was recently published on 18 June 2019 in the Navy Electronic Commerce Online (NECO) and Federal Business Opportunities (FBO) website seeking any and all sources that could provide for software programming tool that has the same requirements as an Alerton and Automated Logic DDC software:
a. Equipment shall be tested and listed by a Nationally Recognized Testing Laboratory (NRTL).
b. Equipment shall utilize BACNet communication protocol.
No responses were received for this announcement. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any companies other than ALC to provide the required supplies.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions taken to remove barriers to future competition.
The market research obtained during efforts to identify as many offerors as possible may be used for future projects for a period of twelve months from the time the market survey was issued. If another potential source emerges and can satisfy all requirements, NAVFAC Hawaii will assess whether competition for future requirements is feasible.
